About this opportunity

The Long Beach Water Department is soliciting competitive bids to furnish and deliver polymer blend chemicals for potable water treatment, with bids due January 6, 2023 at 11:00 a.m. via the Long Beach Buys portal.

The scope covers ten approved polymer blend products from manufacturers including Kemira, Sweetwater, Polydyne, Summit, General Chemical, and JenFitch, with estimated purchase quantities ranging from 325 to 900 tons per product over a six-month contract period. All products must be certified by NSF/ANSI, NSF/UL, or ANSI/UL Standard 60 and manufactured at certified plants. Deliveries must be made within three business days of request during regular weekday hours (7:30 a.m. to 1:30 p.m.) to the Long Beach Groundwater Treatment Plant at 2950 Redondo Avenue. The contractor must provide all necessary equipment, hoses, couplings, and adapters. Water quality performance objectives include 35% reduction in total organic carbon, turbidity below 0.05 NTU, color below 5 color units, and 35% reduction in trihalomethane formation potential.

Pricing shall be submitted on a per-dry-ton basis and must include all delivery costs. Unit prices must remain firm throughout the six-month contract term, with no minimum order requirements. Chemical products are exempt from California sales and use tax as water additives. Payment is NET 30 upon delivery, acceptance, and invoice receipt.

The contractor must maintain comprehensive general liability insurance of $1 million per occurrence, automobile liability of $500,000, and workers' compensation coverage. OSHA compliance, driver training on hazardous materials, and provision of certified weight tickets and Safety Data Sheets with each shipment are required. The contractor is responsible for all spill cleanup costs.

Questions are due December 23, 2022 at 10:00 a.m., with answers posted by December 27, 2022 at 3:00 p.m. All submissions must include the bid form, proof of NSF/UL certification, product analysis, references, statement of compliance, and minority/women business enterprise outreach documentation.
