About this opportunity
The Long Beach Water Department is requesting bids to furnish and deliver liquid chlorine for potable water treatment, with bids due January 6, 2023 at 11:00 a.m. via the Long Beach Buys portal. Questions were due December 23, 2022, and answers posted by December 27, 2022.
The contract covers an estimated 250 tons of liquid chlorine in one-ton containers with western style valves over a six-month period from award. Delivery is FOB to the Long Beach Groundwater Treatment Plant, 2950 Redondo Avenue, Long Beach, California, within three business days of request during 7:30 a.m. to 1:30 p.m. on regular workdays. Thirty minutes advance notice and duty-operator notification at (562) 570-2462 are required prior to arrival.
Bidders must provide NSF/UL certification, an actual product sample analysis, and references from five current customers. All bids must comply with AWWA Standard B301 specifications. Pricing must include all delivery costs and associated fees with no additional charges at invoicing. The Long Beach Water Department reserves the right to purchase quantities up to 50 percent above the estimated requirement based on actual operational needs, with no minimum order requirements.
Payment terms are NET/30 following delivery acceptance and invoice receipt. The contractor must maintain comprehensive general liability insurance of $1,000,000 per occurrence, automobile liability of $500,000, and workers' compensation coverage. A business license for the City of Long Beach is required only upon award. No bid bond is required, and liquid chlorine is exempt from California sales and use tax as a water additive for domestic purposes.
The Long Beach Water Department issued Addendum 1 on December 28, 2022, clarifying that the Department currently pays $1,905.00 per one-ton container and procures exclusively from one-ton containers, not 150-pound cylinders. The Board reserves the right to reject all bids and may award to one or multiple bidders.
