About this opportunity

Long Beach Utilities Department is soliciting bids for ferric chloride under specification WD-23-099, with bids due June 20, 2023 at 10:00 a.m. via the Long Beach Buys portal. Questions were due June 12, 2023, with answers posted June 13.

The ferric chloride must meet NSF/ANSI, NSF/UL, or ANSI/UL Standard 60 certification and comply with AWWA Standard B407, with a FeCl3 concentration of not less than 28% or more than 47% by weight. The estimated quantity is 400 dry tons over a twelve-month contract term, with delivery to the Long Beach Groundwater Treatment Plant at 2950 Redondo Avenue, Long Beach, California. Pricing must be submitted on a unit price basis per dry ton and include all delivery and associated costs; no minimum orders are permitted. The contract may be extended for two additional one-year periods by mutual agreement, with price increases capped at 10% during each extension period.

Bidders must provide five current customer references, proof of NSF/UL certification, an actual analysis of a sample product, and certifications demonstrating compliance with applicable safety and shipping regulations. A Long Beach Business License is not required at bid submission but must be obtained prior to contract execution; contractors who have filed for a license may submit documentation of that status with their bid.

Addendum 1, issued June 13, 2023, clarified the business license requirement and must be acknowledged and returned with the bid. Payment is made within thirty days of invoice receipt upon delivery and acceptance, with payment calculated as certified net weight multiplied by the percent of available ferric chloride. The Long Beach Utilities Department reserves the right to purchase more or less than the estimated quantity, provided purchases do not exceed the estimate by more than fifty percent.

The Notice of Intent to Award, issued June 27, 2023, shows Pencco, Inc as the lowest responsive bidder at $438,128.
