About this opportunity

The Illinois Department of Transportation is requesting bids on full-depth reclamation with a 10-inch soil cement base, surface profiling, and bituminous surface treatment on County Highway 14 (Hoots Road) in Shelby County from approximately 1,300 feet north of Walnut Creek to Interstate 72, with electronic bids due June 12, 2026 at 12:00 p.m. via the iCX-Integrated Contractors Exchange system. The work is funded through District 6 Construction Funds and will be awarded to the lowest responsive and responsible bidder.

The scope includes pulverization of existing pavement, placement of Type B aggregate base course as needed, construction of a cement-modified soil layer at 6.5 percent cement content to a 10-inch depth with proof rolling, surface profile milling with prime coat application, and bituminous surface treatment using CRS-2 materials with fog seal. Work items span traffic control and protection, soil-cement base processing, proof rolling, bituminous surface treatment, surface profile milling, and aggregate surface course at side roads and entrances to eliminate pavement edge drop-offs. Payment is structured as contract unit prices for Portland cement and aggregate materials (tons), surface profile milling and soil-cement base processing (square yards), and bituminous materials and aggregates (tons).

The road shall remain open to local traffic only from the start of pulverization through the end of the cement curing period. The contractor must furnish and maintain traffic control signage throughout the project duration. Work is subject to prevailing wage requirements under Illinois law and equal employment opportunity provisions. The contract incorporates the Standard Specifications for Road and Bridge Construction (adopted January 1, 2022, revised January 1, 2026) and supplemental special provisions governing materials, equipment, testing, and quality assurance. Participation incentives for IDOT Training Program graduates apply at $15.00 per hour.
