About this opportunity

ASRC Federal Gulf State Constructors (AFGSC), a contractor to Vance Air Force Base, is soliciting bids on a full and open competition for replacement of the Outside Runway Precision Approach Path Indicator (PAPI) systems at Vance AFB in Enid, Oklahoma, with proposals due June 12, 2026.

The scope includes complete removal of existing PAPI units and installation of new FAA-compliant LED PAPI systems at the north and south ends of the western runway, together with associated electrical work—underground electrical distribution, trenching, concrete work, and grounding systems. Work must be scheduled during non-flying hours, generally between 10:00 p.m. and 4:00 a.m., with coordination required through the Construction Manager for access, material storage, and sequencing. New PAPI lights must be operational before demolition of existing units begins.

The contractor must establish an Unescorted Access List approved by Vance AFB Security Forces at least 60 days before work begins, submit a baseline construction schedule in Network Analysis Schedule format, and maintain a project superintendent with a minimum of three years' experience on-site throughout construction. An Accident Prevention Plan complying with EM 385-1-1 is due within 30 days of contract award and no less than 10 days before the preconstruction conference. A Site Safety and Health Officer and designated Competent Persons for high-risk activities (excavation, fall protection) are required. Prior notification to the Contracting Officer is mandatory at least 15 days before excavation commences; utility service interruptions require a minimum of 21 calendar days' advance written request. FAA notification under 49 USC 44718 and 14 CFR 77 is required, with FAA Form 7460-1 submitted at least 60 days prior to work start. All submittals—shop drawings, product data, samples, test reports—require Government approval with a standard 10 calendar working day review period. Contractor must provide minimum insurance coverage as specified in the contract and comply with federal, state, and local safety regulations, including NFPA and OSHA standards.
