About this opportunity
The Kentucky Transportation Cabinet (KYTC) Division of Purchases is issuing a Request for Bid (RFB 605 2300000599) for fuel transfer tanks and related equipment to support Cabinet-owned 1-ton and larger vehicles. This is a rebid of the original RFB 2300000457, with modifications removing three steel tank line items and retaining six line items comprising aluminum transfer tanks in three configurations: 99-gallon L-shape (10 units), 95-gallon L-shape (10 units), and 50-gallon square (10 units), along with 50 fuel transfer pumps, 15 mechanical flow meters, and 15 filter kits. All items must be delivered F.O.B. Destination Freight Prepaid to the KYTC Division of Equipment at 1239 Wilkinson Boulevard, Frankfort, Kentucky 40601, and must include minimum two-year warranties for tanks and one-year warranties for pumps, flow meters, and filter kits. The Request for Bid was issued on March 20, 2023, with bids due by 1:30 p.m. Eastern Time on March 27, 2023, followed by a public bid reading via telephone conference at 3:00 p.m. Eastern Time on the same date. The tentative award date is April 1, 2023, and the resulting master agreement will commence upon award and expire on March 31, 2024, with options for four additional one-year renewal periods. Award will be based on best-value evaluation with price weighted at 95 points (with the lowest-price bidder receiving maximum points) and delivery time weighted at 5 points, for a total of 100 points. All bids must be submitted electronically through the Commonwealth's eProcurement System; vendors must be pre-registered in the Kentucky Vendor Self Service System at least 24 to 48 hours before submission.
Kentucky resident bidders are entitled to reciprocal preference equal to any preference provided by nonresident bidders' home states, and qualified bidders including Kentucky Industries for the Blind and nonprofit organizations serving individuals with severe disabilities receive an additional 15 percent preference in accordance with KRS 45A.490-494 and 200 KAR 5:410. All bidders must submit a notarized Annual Affidavit certifying compliance with Kentucky campaign finance laws prior to contract award. Price increases are not permitted during the first 12 months of the contract; one price increase is allowed thereafter only if justified by industry-wide changes and requested 30 days in advance, while price decreases must be passed through immediately. Delivery penalties of 1 percent per day apply for late deliveries, and vendors must specify delivery as a definite number of calendar days rather than vague terms such as "as required" or "prompt." No specific budget range or award value is identified in the solicitation documents, as pricing will be competitively determined through the bidding process.
