About this opportunity

The State of Minnesota, through the Department of Administration's Office of State Procurement (OSP), is issuing a formal Request for Proposal (RFP) for a Fuel Rack Pricing Subscription Services contract covering Ramsey County and St. Paul City. The procurement seeks a vendor to provide a daily subscription service delivering rack average prices for gasoline, diesel, and propane products to state agencies and members of the Minnesota Cooperative Purchasing Venture (CPV) program. Deliverables include electronic price reporting via email by 11:00 am Central Time on workdays, with pricing submitted through an Excel document named "Exhibit D - Price Schedule". The evaluation criteria are comprehensive, with 100 points allocated to acceptance of state terms and conditions, 900 points for cost details, and up to 120 additional preference points. Potential respondents must submit questions to Jack Moore at jack.moore@state.mn.us by April 12, 2024, and submit complete electronic proposals through the SWIFT Supplier Portal by April 17, 2024, at 3:00 PM Central Time. Late or non-electronic submissions will not be accepted.

The RFP does not specify explicit set-aside designations or restrictions on respondent types, though it implies potential preference for small businesses and diverse enterprises. The contract term is anticipated from May 1, 2024, to April 30, 2026, with an option to extend up to an additional three years. The estimated total annual contract value ranges between $15,000 and $20,000, though this is not a guaranteed minimum or maximum amount. No incumbent vendor is identified in the documentation. The State reserves multiple procurement options, including the ability to negotiate with the highest-scoring respondent, award to multiple vendors, or reject all responses. Pricing will be structured with individual terminal license fees and master license fees, covering terminals in Minnesota and North Dakota. The State will utilize purchasing cards for orders up to $5,000 and has no minimum order requirements.
