About this opportunity
The City of Wichita, Kansas is soliciting sealed bids under RFB #260260 for as-needed tank wagon deliveries of Lead Free gasoline, E10, Diesel #1, and Diesel #2, with questions due October 28, 2026 at 5:00 p.m. CT and bids due November 6, 2026 at 10:00 a.m. CT. Bids go to the City Purchasing Manager at City Hall in Wichita, and the City may award to one or multiple vendors based on the lowest and best total net bid.
Annual volume is approximately 1,500,000 gallons: 750,000 gallons of Lead Free, 735,000 gallons of Diesel, and 15,000 gallons of Red Dye Diesel. Deliveries serve the Airport Authority, Community Facilities, Police, Fire, Wichita Transit, Park, and Public Works & Utilities departments. Loads under 5,000 gallons count as tank wagon loads. Vendors must be available 365 days a year. Orders placed before 8:00 a.m. deliver the same day by 4:00 p.m., and a separate weekend and holiday markup is quoted. Fuel must meet specified API gravity, BTU, sulfur, flash point, and cetane standards.
Pricing works as a per-gallon markup by fuel type, added to the preceding Friday's OPIS published low price for Wichita Area Wholesale Suppliers. That price includes freight but excludes federal and state taxes, super fund fees, and cleanup fees. Invoices are due within one week of delivery, separated by delivery location, and an annual purchase report per location is required.
The initial term is one year, with two optional one-year renewals by mutual agreement. Either party may terminate on thirty days' written notice. Council approval is tentatively scheduled for November 24, 2026. Addenda will be posted by November 2, 2026.
Bidders must hold current City or State of Kansas licensure and furnish a Certificate of Insurance within ten days of award. Required coverage includes Commercial General Liability at $1,000,000 per occurrence and $2,000,000 aggregate, Comprehensive Automobile Liability at $1,000,000 combined single limit, Workers' Compensation, Employers Liability at $1,000,000 each accident, and Professional Liability at $1,000,000 each claim and aggregate. The City is self-insured and must be named as primary and non-contributory additional insured on all policies.
