About this opportunity
The City of Olathe, Kansas is requesting bids for bulk fuel supply under IFB-26-0041, with proposals due July 16, 2026 at 10:00 AM and questions due July 9, 2026. The City may award one or more contracts.
The scope covers gasoline (E-10 Unleaded, Regular, 87+ Octane), Diesel #1 (42+ Cetane), Diesel #2 (40+ Cetane), and Dyed Diesel #2 (40+ Cetane) in estimated annual quantities of 287,750 gallons, 117,500 gallons, 117,550 gallons, and 24,600 gallons respectively. Delivery to 30 locations across Olathe and surrounding areas—including municipal facilities, fire stations, water plants, wastewater treatment centers, and park maintenance sites—must occur within 24 hours for standard orders and 2 hours for emergency orders, between 9:00 AM and 3:00 PM on weekdays only. Suppliers must maintain supply agreements with at least two unbranded fuel suppliers and establish credit and allocation contracts with at least three terminals in the Kansas City metropolitan market.
The contract carries an initial three-year term from approval with options for two additional one-year renewals. Pricing is based on rack pricing using the OPIS "Current Day TMNL LOW" contract rate for gasoline and #2 diesel, with a fixed margin above rack quoted by the supplier for various load sizes (7,000+ gallons down to 50–499 gallons). Suppliers must offer prompt payment discounts for invoices paid within twenty days, accept the City's VISA P-Card without additional cost, and accommodate Net 30 payment terms.
Contractors awarded contracts of $25,000 or more must provide a Kansas Certificate of Good Standing. Those awarded Class I contracts of $10,000 or more must complete the City's Questionnaire on Personnel Practices. The contractor bears all transportation charges, liability, and risk in transit and must provide temporary storage tanks with double-walled containment compliant with KDHE regulations. Bids must be submitted via https://olatheks.bonfirehub.com/.
