About this opportunity

Tri-County Electric Cooperative, Inc. (TCEC) is soliciting proposals for fiber storm damage repair services covering approximately 2,100 miles of Fiber-to-the-Home outside plant infrastructure throughout Madison, Jefferson, Taylor, and portions of Dixie Counties in Florida's Big Bend region, with proposals due September 18, 2026 at 5:00 p.m. TCEC reserves the right to award to multiple respondents and will fund the contract through Federal Emergency Management Agency financial assistance, requiring full compliance with FEMA rules, guidance, and 2 C.F.R. Part 200.

The scope encompasses damage assessment, restoration, and repair of disaster-generated damage to aerial and underground FTTH outside plant, site cleanup, and disposal of damaged materials. Work extends 15 feet on both sides of the pole centerline plus reasonable access areas. TCEC will issue specific written Task Orders defining work items, rates, and completion timeframes. The contractor is authorized to perform repair work during daylight hours, seven days per week, unless otherwise approved. The contract operates on a time-and-materials basis with a price ceiling established in each Task Order; the contractor exceeds the ceiling at its own risk. TCEC prohibits cost-plus-percentage-of-cost fee structures but reserves the right to issue Task Orders on a unit rate basis if mutually agreed in writing.

Respondents must carry comprehensive insurance including Workers' Compensation ($1,000,000 statutory limits), Commercial General Liability ($1,000,000 per occurrence and $2,000,000 aggregate), Commercial Automobile Liability ($1,000,000), and Umbrella Liability ($1,000,000). TCEC prefers contractors to use at least 50% in-house employees; outsourced work exceeding $10,000 requires TCEC approval. Bid guarantees equal five percent of total proposal cost; performance and payment bonds are each one hundred percent of the not-to-exceed amount required for Task Releases. Evaluation uses a 100-point scale: cost effectiveness (35 points), technical approach (15 points), experience and qualifications (35 points), and similar projects and references (15 points). Respondents must achieve a minimum score of 70 points to be considered qualified. Questions are due September 2, 2026; addenda will be issued by September 8, 2026. Contract negotiations and approval are estimated for September 25, 2026.
