About this file

This Request for Proposals issued by Tri-County Electric Cooperative, Inc. (TCEC), a private nonprofit, member-owned electric cooperative serving Madison, Jefferson, Taylor, and portions of Dixie Counties in Florida's Big Bend region, seeks qualified contractors to perform fiber storm damage repair services for approximately 2,100 miles of fiber optic lines. The scope of work includes damage assessment, restoration, and repair of disaster-generated damage to aerial and underground Fiber-to-the-Home (FTTH) Outside Plant infrastructure, along with site cleanup and disposal of damaged materials. TCEC will issue specific written Task Orders defining work items, rates, and completion timeframes. Proposals are due by 5:00 PM on September 18, 2026, with estimated proposal evaluation on September 21, 2026, and contract negotiations/approval estimated for September 25, 2026. Questions from potential respondents must be submitted by September 2, 2026, with any necessary addenda issued by September 8, 2026. The contractor is authorized to perform repair work during daylight hours, seven days per week, unless otherwise approved. TCEC reserves the right to award to multiple respondents.

The contract will operate on a time and materials basis with a price ceiling established in each Task Order, which the contractor exceeds at its own risk. TCEC reserves the right to issue Task Orders on a unit rate basis if mutually agreed in writing, but explicitly prohibits cost-plus-percentage-of-cost fee structures. Respondents must submit a bid guarantee equal to five percent of total proposal cost, with performance and payment bonds each at one hundred percent of the not-to-exceed amount required for Task Releases. The contract will be funded through Federal Emergency Management Agency (FEMA) financial assistance, requiring full compliance with FEMA rules, guidance, and 2 C.F.R. Part 200. Respondents must carry comprehensive insurance including Workers' Compensation ($1,000,000 statutory limits), Commercial General Liability ($1,000,000 per occurrence; $2,000,000 aggregate), Commercial Automobile Liability ($1,000,000), and Umbrella Liability ($1,000,000). TCEC prefers contractors to use at least 50% in-house employees, with any outsourced work exceeding $10,000 requiring TCEC approval. Evaluation will be based on a 100-point scale assessing cost effectiveness (35 points), technical approach (15 points), experience and qualifications (35 points), and similar projects/references (15 points). Respondents must achieve a minimum score of 70 points to be considered qualified.

The right-of-way for purposes of this section is the area extending 15 feet on both sides of the center line of the poles along the route of the project lines, plus such area reasonably required by Contractor for access to the route of the project lines from public roads to carry on construction activities.

The general work to be undertaken includes the following:

Emergency Fiber Restoration The Services shall include facility restoration activities including, but not limited to, the following types of tasks:

· Damage Assessment of fiber circuits including structures, cable, strand, guying, splice enclosures and associated hardware.

· Restoration of damaged fiber facilities. Duties will include but are not limited to transportation of material to the work site, installation of structures, cable, strand, guying, splice enclosures, splicing and associated hardware.

· Clean up of restoration sites as directed by TCEC. Disposal of damaged material (structures, cable, strand, guying, splice enclosures, and associated hardware) as directed by TCEC.

The contractor will provide services in response to a disaster event that threatens to, or has resulted in damage to fiber circuit. TCEC will provide authorization for the contractor to proceed per the terms negotiated in the awarded contract through a Task Order(s).

Respondents are advised to propose based on the entire scope of services as defined herein, however TCEC reserves the right to select which specific services the Respondent will provide and to add or delete services within this scope throughout the term of any resulting agreement with mutual consent.

In performing the services under the contract, the contractor is expected to use staff with qualifications commensurate with the nature of the work to be performed. If the contractor submitting a proposal must outsource or contract any work to meet the requirements contained herein, this must be clearly stated in the proposal. TCEC prefers that the winning bidder use at least 50% in-house employees, If this is not possible, TCEC will be notified and have the option to approve the additional contracted employees, Any proposals that call for outsourcing or contracted work must include a name and description of the organizations being contracted. TCEC reserves the right to dismiss any subcontractor from this project. Use of staff that are more highly qualified than necessary for the associated work is not permitted and may jeopardize FEMA reimbursement.

As FEMA financial assistance may be used to fund the contract, the contractor shall perform all work in compliance with all applicable federal law, regulations, executive orders, FEMA policies, procedures, and directives in order to maximize recovery of reimbursable expenses. This task shall include the provision of audit quality documentation as required by and acceptable to FEMA for all work accomplished.

Specific work authorizations by TCEC will be through written Task Orders. Task Orders will define the job to be accomplished, location of job, time-frame for completion, rates to be used, etc. TCEC reserves the right to extend operations on a weekly basis. Task Orders will be executed bilaterally. Performance will be by the metrics established in the Task Order(s).

The contractor is authorized to repair fiber circuit damage during daylight hours, seven days per week. Any deviations from this schedule will require TCEC approval.

The quantity of work required to complete the Agreement resulted from this RFP is estimated. The actual effort required may be more or less than the estimated amount described in this RFP. Payment will be made on a time and materials basis at the rates proposed or, if specifically requested by TCEC in a Task Order, on a unit rate basis at the rates proposed and agreed to by the Parties, in writing.

Contractor shall be responsible for correcting any notices of violations issued as a result of the contractor’s or any subcontractor’s actions or operations during the performance of the contract. Corrections for any such violations shall be at no additional cost to TCEC.
