About this opportunity
The Maine Judicial Branch Administrative Office of the Courts is requesting quotes for FTR Digital Recorder Equipment for five courtrooms, with quotes due September 12, 2013. Vendors must be FTR manufacturer premier authorized resellers with documented certification of that status — a mandatory eligibility requirement that filters the bidding pool.
The scope comprises five ForTheRecord Reporter 5.6 software licenses (PSP-00199-GR56-0E or current equivalent), five FTR Guardian programs, four FTR Access programs, five USB clocks, five uninterruptible power supply systems, and five DMX8 audio mixers with 8 XLR inputs and 4 channel outputs. No installation, training, support, or maintenance services are required from the vendor.
Vendors must submit quotations electronically through the State of Maine's Vendor Self Service platform. Submission requirements include vendor history and organizational structure, litigation summary, years of experience in digital audio recording services, employee credentials and qualifications, project point-of-contact information with relevant experience, and minimum three references from prior court digital recording installation projects. Selected vendors must provide employee and subcontractor waivers for background checks; potential rejection occurs for felony convictions or extensive traffic records. Out-of-state vendors must obtain or provide a valid Certificate of Authority under Maine law (31 M.R.S. 1412). Vendors must demonstrate confidence in FTR 5.6 compatibility with infrared and FM assisted listening devices.
The State reserves the right to award on lowest price or best value basis, with price receiving a minimum 25 percent weight. All purchases are FOB Destination with transportation costs prepaid by the successful bidder. Standard payment terms are net 30 days from receipt of a correct invoice. The State reserves the right to increase or decrease quantities by up to 10 percent at agreed-upon pricing.
