About this opportunity

The Michigan Department of Health and Human Services (MDHHS) is issuing a Request for Proposal (RFP No. 260000001694) to procure Families Together Building Solutions (FTBS) services in Ottawa County. FTBS is an intensive, home-based, solution-focused program designed to serve at-risk families with the primary objectives of reducing child abuse and neglect while maintaining family unity. Services will be delivered for an initial 90-day period with a possible 90-day extension, not to exceed 180 days total. Qualified contractors must employ a part-time Program Manager (0.2-0.25 FTE) with a bachelor's degree and supervisory experience, a full-time Supervisor (1 FTE) with a bachelor's degree, and four full-time FTBS Direct Workers (4 FTE) with bachelor's degrees or equivalent experience. Contractors must maintain comprehensive insurance coverage including $1,000,000 general liability, $1,000,000 automobile liability, $3,000,000 professional liability, and $1,000,000 cyber liability. The RFP was posted on April 6, 2026, with written questions due by 3:00 p.m. Eastern on April 20, 2026, and answers to be posted by 3:00 p.m. Eastern on April 24, 2026. Proposals are due by 3:00 p.m. Eastern on May 4, 2026, with the anticipated contract commencement date of October 1, 2026. Evaluation will be based on a 125-point scale comprising five categories: Bidder Experience and Past Performance (20 points), Education, Credentials and Qualifications (10 points), Staffing, Training, Agency Organization and Location (25 points), Program Implementation (45 points), and the Vendor Question Worksheet (25 points), with only proposals scoring 100 or more points eligible for award consideration.

No specific set-aside preferences have been identified for this procurement; however, the State may consider qualified disabled veteran-owned business (DVOB) or service-disabled veteran-owned business (SDVOB) status and overall economic impact to Michigan as evaluation factors. No incumbent vendors or current contractors are referenced in the procurement documents. The contract will run for three years from October 1, 2026, through September 30, 2029, with renewal options for up to two additional one-year periods at the State's sole discretion. The maximum annual award is $130,000.00 per contract year, with pricing remaining firm for the entire contract length and subject to adjustment only for documented changes in contractor costs reviewed and negotiated by both parties. Contractors will bill using unit rates where one unit equals one hour of face-to-face contact, training time, or travel time, with the annual budget allocating $7,000.00 for transportation costs and $3,000.00 for specific assistance expenses. Payment will be made via Electronic Funds Transfer within 45 days of invoice receipt, and liquidated damages of $5,000 plus $100 per day apply for late or improper service completion.
