About this opportunity

The Iowa Department of Natural Resources is soliciting competitive quotations for a capital improvement project involving bridge deck replacement at Frog Hollow Bridge located in the Volga River Recreation Area in Fayette County. The procurement requires removal and replacement of the existing guard rail, bridge deck, and bridge beam nailers on this pedestrian trail structure. The work consists of five line items submitted on a lump sum basis: mobilization, demolition, installation of approximately 114 linear feet of 2x pressure-treated wood nailers using Techfast timber-to-steel fasteners, installation of approximately 532 square feet of 3x12 pressure-treated timber decking, and guard rail installation featuring 4x4 posts spaced at maximum 6-foot intervals, 60 inches in height above the bridge deck, with mid rails and top rail featuring 2x6 cap. Contractors must conduct a mandatory site visit and inspection prior to bidding to verify all dimensions and site conditions, with access limited to skid loaders and UTVs using the Frog Hollow pedestrian trail. Electronic proposals must be submitted to constructionbids@dnr.iowa.gov by May 7, 2026 at 3:00 PM CST, with work to commence within a reasonable period after the preconstruction conference and be completed by June 30, 2026. All proposals must be responsive and responsible with all information requested on the proposal form completed. Work restrictions include no activity from noon Friday through Monday morning and no work on holidays without explicit approval from the Iowa DNR Engineer or Park Manager. Liquidated damages of $800.00 per calendar day will be assessed for work remaining uncompleted after June 30, 2026.

The procurement documents do not specify set-aside designations or restrictions limiting responses to particular types of organizations or disadvantaged enterprises. A performance bond equal to 100 percent of the contract price is required if the contract price equals or exceeds $25,000, and the contractor must maintain minimum liability insurance of $250,000 per person and $500,000 per occurrence. Contractors must obtain a NPDES Stormwater Discharge Permit and all other legally required permits prior to commencing work and provide a one-year warranty on all work from the date of final acceptance. The procurement documents do not identify an incumbent vendor, existing contractor, or specific technology requiring integration. Payment will be made on a unit price basis within 30 days of receipt of an approved payment request, with the Department reserving the right to withhold up to 5 percent of payments consistent with Iowa Code Chapter 573. No award value or budget range is specified in the available documentation.
