About this opportunity

Collin County Community College District is seeking qualified contractors for a comprehensive Frisco Campus Central Utilities Plant Expansion project through a competitive sealed proposal (CSP) process. The project, scheduled for Fiscal Year 2026, requires extensive upgrades to the campus central utilities infrastructure, including removal and replacement of chillers, condenser and chilled water pumps, cooling towers, hydronic piping, and associated mechanical systems. A mandatory pre-proposal meeting is scheduled for June 16, 2025, at 9:00am, with questions due by June 18, 2025, and proposal submissions due by June 30, 2025, at 3:00pm. The solicitation includes three alternate proposals with varying scopes of work, such as upgrading secondary chilled water pumps, modifying housekeeping pads, and expanding cooling tower infrastructure. Evaluation criteria will be comprehensive, allocating 35 points for purchase price, 15 points for references, 15 points for meeting district needs, 5 points for vendor's historical relationship, and 5 points for relevant factors. Critical project requirements include maintaining continuous campus heating and cooling operations, with potential after-hours, holiday, and weekend work necessary without additional compensation.

The project does not specify explicit set-aside designations for disadvantaged enterprises, but does require contractors to comply with various state requirements including provisions related to boycotts, cybersecurity, and criminal background checks. Prevailing wage rates will be applicable, with hourly rates ranging from $19.47 for construction laborers to $35.85 for first-line supervisors. Bidders must provide comprehensive insurance and potentially submit performance and labor bonds. The project includes a substantial contingency allowance of $500,000, with additional specific allowances for structural testing ($20,000), HVAC testing and balancing ($50,000), and commissioning ($100,000). Contractors must submit detailed documentation, including shop drawings, operation and maintenance manuals, and comprehensive warranty information. The project emphasizes extreme coordination between the College and the selected contractor, with a requirement to identify and inform the College of all long lead items exceeding 10 weeks. Temporary chillers and/or boilers may be necessary to maintain campus operational continuity during the upgrade process.
