About this opportunity
The Colorado Department of Corrections (CDOC) Warehouse is soliciting Documented Quote DQ 2027000152 for fresh produce supplying correctional facility kitchens, with written inquiries due November 2, 2026, at 3:00 p.m. MST and quotes due November 4, 2026, at 12:30 p.m. MST. No set-asides are identified in this solicitation.
The scope covers fresh fruits and vegetables, including apples, bananas, cantaloupes, oranges, pears, watermelons, broccoli, cabbage, carrots, celery, corn, cucumbers, lettuce, onions, peppers, potatoes, tomatoes, and squash, plus salad mix and shredded lettuce. Deliveries go to seven locations: Buena Vista Correctional Complex, Arkansas Valley Correctional Facility, Central Warehouse, Sterling Correctional Facility, Denver Women's Correctional Facility, Denver Reception & Diagnostic Center, and Limon Correctional Facility. Scheduled deliveries fall on November 6 and November 10, 2026, with some facilities requiring arrival before 12:00 p.m. on November 6 and before 9:00 a.m. on November 10. Produce must be labeled, date coded, and meet current USDA grade standards. Specified brand names are expected at delivery, and substitutions will be rejected unless approved through the equal specifications process. Brand names and nutritional specifications require approval before award, and samples are provided at the vendor's expense and are non-returnable.
Delivery performance carries enforcement risk: failure to deliver on three separate occasions may result in disqualification from future solicitations for up to three years or indefinitely. Vendors must give at least three calendar days' written notice if unable to meet a delivery schedule.
Pricing must be F.O.B. destination and all-inclusive, covering delivery, shipping, and installation, and must remain firm during the purchase order term. The solicitation guarantees no order quantities or dollar amounts. Award goes to the responsible bidder whose acceptable quote is most advantageous to CDOC, with price and cost as the primary consideration, followed by sample quality and delivery lead time. CDOC may award to multiple bidders. CDOC anticipates issuing its Notice of Intent to Award and executing the purchase order on November 4, 2026. Invoices are submitted by email by the 15th of each month, and payment is due within 45 days of receipt and acceptance of a correct invoice.
Bids must be submitted exclusively through bidnetdirect.com/cdoc and include Exhibits A through G, including the Statement of Work, price quote, W-9, Contract Performance Outside the US or Colorado disclosure, Non-Conflict of Interest certification, and Consent to Search authorization. Before purchase order execution, the awarded bidder must provide proof of Colorado Secretary of State good standing, an insurance certificate with commercial general liability of $1,000,000 per occurrence, and must complete a CDOC Enhanced Criminal Background Investigation within 30 days of award notification. Personnel delivering to CDOC facilities must undergo background checks, fingerprinting, and drug testing, and sign a Consent to Search Authorization.
