About this opportunity

The Colorado Department of Corrections is requesting quotes for fresh produce to supply correctional facility kitchens across seven service locations, with quotes due September 23, 2026 at 12:30 p.m. MST and written inquiries due September 21, 2026 at 4:00 p.m. MST (Documented Quote DQ 2027000106).

The scope encompasses thirty produce line items — fruits including apples, bananas, cantaloupes, oranges, pears, watermelons, honeydew melons, and peaches; vegetables including broccoli, cabbage, carrots, cauliflower, celery, corn, cucumbers, lettuce varieties, onions, peppers, radishes, tomatoes, yams, and squash; and potatoes — with specified grades, sizes, counts, and packaging requirements. Notable volumes include 372 boxes of apples, 258 boxes of oranges, 713 bags of russet potatoes, and 700 pounds of watermelon. Deliveries occur on three dates in late September 2026: September 28 to Buena Vista Correctional Complex; September 29 to Arkansas Valley Correctional Facility, Central Correctional Complex Warehouse, and Sterling Correctional Facility; and September 30 to Denver Women's Correctional Facility, Denver Reception & Diagnostic Center, and Limon Correctional Facility. All commodities must be date coded and meet current USDA standards; brand substitutions are prohibited. Salad mix and shredded lettuce require a minimum ten-day shelf-life guarantee upon delivery to the DOC warehouse. Pricing is all-inclusive on an F.O.B. Destination basis with shipping costs embedded; no additional surcharges or taxes apply to CDOC. Pricing must remain firm during the purchase order term.

Price is the primary evaluation criterion, though CDOC may also evaluate sample quality, lead time, and past performance. No specific contract value or guaranteed quantities are stated. Vendors must register with Bidnet Direct, complete Exhibits A through G and Attachment 1 (including W-9, required vendor information, conflict of interest disclosure, contract performance outside the United States disclosure, and consent to search authorization), obtain required insurance (Commercial General Liability minimum $1,000,000), and complete an Enhanced Criminal Background Investigation within 30 days of notification. Vendors must provide three calendar days' written notice if unable to meet delivery schedules; failure to deliver on three separate occasions results in disqualification from future solicitations for three years or indefinitely. Notice of intent to award and purchase order execution are estimated for September 23, 2026.
