About this opportunity

The Colorado Department of Corrections is requesting quotes for fresh produce delivery to seven correctional facilities across Colorado, with quotes due September 2, 2026 at 12:30 p.m. MST and written inquiries due August 31, 2026 at 4:00 p.m. MST. Award is anticipated for September 2, 2026, with Purchase Order execution on the same date.

The scope covers fresh produce items including apples, bananas, oranges, carrots, potatoes, lettuce, salad mixes, and numerous additional fruits and vegetables with specified grades, sizes, packaging, and shelf-life requirements. All commodities must be date-coded, meet USDA standards for required grades, and be properly labeled. Delivery is required to Buena Vista Correctional Complex (September 4 prior to 12:00 noon), Arkansas Valley Correctional Facility and central locations (September 8 prior to 2:00 p.m. and 9:00 a.m.), Sterling Correctional Facility (September 8 prior to 9:00 a.m.), and Denver-area facilities plus Limon Correctional Facility (September 9 prior to 12:00 noon and 10:00 a.m.).

Pricing is F.O.B. Destination with all-inclusive costs; vendors must factor shipping and delivery fees into their bids with no additional surcharges or taxes paid by CDOC. Pricing must remain firm during the Purchase Order term, with optional annual increases not to exceed 2.5% if both parties agree. No guaranteed order quantities or dollar amounts are specified. The CDOC reserves the right to award to multiple bidders if determined advantageous to the state. Price is the primary evaluation consideration, though sample quality and lead time may also be evaluated.

Bidders must complete CDOC Enhanced Criminal Background Investigation requirements within 30 days of award and register in CORE before Purchase Order execution. Required exhibits include Statement of Work, Required Bidder Information, W-9, Price Quote, Contract Performance verification, Non-Conflict of Interest certification, and Consent to Search Authorization. Vendors must maintain commercial general liability insurance of $1,000,000 per occurrence and workers' compensation insurance as required by state statute. Failure to deliver on three separate occasions may result in disqualification from future solicitations for three years or indefinitely.
