About this opportunity

The Colorado Department of Corrections is soliciting quotes for fresh produce to supply seven correctional facility kitchens, with quotes due June 24, 2026 at 12:30 p.m. MST and written inquiries due June 22 at 4:00 p.m. MST under Documented Quote DQ 2026000524.

The scope encompasses thirty produce commodity items—fruits including apples, bananas, cantaloupes, oranges, pears, watermelons, honeydew melons, and peaches; vegetables including broccoli, cabbage, carrots, cauliflower, celery, corn, cucumbers, lettuce varieties, onions, peppers, radishes, tomatoes, yams, zucchini, squash, and potatoes—with quantities ranging up to 9,800 pounds per item. All products must meet current USDA standards for specified grades, be properly labeled and date coded, and carry no brand substitutions. Salad mix and shredded lettuce must maintain a minimum of ten days shelf life upon delivery to the DOC warehouse. Delivery is scheduled across three dates (June 29 and June 30 to four facilities, July 1 to three facilities) with strict 9:00 a.m. to 2:00 p.m. windows; failure to deliver on three separate occasions results in disqualification from future CDOC solicitations for three years or indefinitely. Vendors must provide minimum three calendar days' written notice if unable to meet delivery schedules.

Pricing must be all-inclusive with no additional shipping, surcharges, or taxes, and all goods are F.O.B. Destination. Quotes must include completed Exhibits A through F covering statement of work, bidder information, W-9 tax documentation, price quotes, contract performance disclosure outside the U.S. or Colorado, and conflict-of-interest certification. Vendors proposing previously unapproved products must submit nutritional specifications and fact sheets for review; samples may be required at vendor expense prior to bid closing. Award will be made to the responsible bidder whose acceptable quote is most advantageous to CDOC, with price as the primary consideration and sample quality and delivery lead time as secondary factors. Prior to purchase order execution, the awarded bidder must provide proof of good standing with the Colorado Secretary of State, an insurance certificate, and register in CORE through Vendor Self Service. All contractor personnel delivering goods must complete CDOC Enhanced Criminal Background Investigations within 30 days of award notification. The anticipated notice of intent to award and purchase order execution are both estimated for June 24, 2026, with purchase order start date June 24 and term covering quantities ordered for delivery during the week following award. Bidders must submit quotes through bidnetdirect.com/cdoc and must be registered with Bidnet Direct to participate.
