About this opportunity
The Colorado Department of Corrections (CDOC) is soliciting quotes for the procurement of fresh eggs through a Documented Quote (DQ) process for delivery during the week of April 6-10, 2026. The procurement is managed by Garfield County on behalf of the State of Colorado and requires vendors to supply brown or white, U.S. Grade A fresh eggs in medium or large loose pack quantities of either 15 or 30 dozen per case, with stamps and dates no more than 17 days prior to delivery. Eggs must be maintained at temperatures not exceeding 45 degrees Fahrenheit and delivered to two locations: Arkansas Valley Correctional Facility in Crowley, Colorado, and Central Warehouse in Canon City, Colorado, with total estimated quantities of 150 thirty-dozen cases (or 300 cases if 15-dozen case sizes are proposed). All pricing must be submitted on a firm, all-inclusive basis covering shipping costs on an F.O.B. Destination basis with no additional surcharges or taxes to be charged to the State. Written inquiries must be submitted through BidNetDirect.com by April 2, 2026, at 10:00 a.m. Mountain Time, with quotes due by April 2, 2026, at 1:00 p.m. Mountain Time, with an estimated award date of April 2, 2026, at 2:00 p.m. The procurement is primarily evaluated based on price and cost considerations, supplemented by factors such as sample quality and lead time for delivery. Vendors must submit all required documentation including a signed Vendor Information Form (Exhibit B), W-9 Taxpayer ID form (Exhibit C), Price Proposal (Exhibit D), and Vendor Disclosure Statement (Exhibit E), along with attestations regarding conflicts of interest and independent price determination in compliance with Colorado antitrust law.
Service Disabled Veteran Owned Small Business (SDVOSB) offerors certified through appropriate United States agencies and registered in Colorado receive a five percent price preference in the evaluation process. No incumbent vendors or existing contracts are specified in the solicitation materials. All vendors must comply with comprehensive insurance requirements, including Workers' Compensation Insurance, General Liability Insurance with minimum limits of $1,000,000 per occurrence and $1,000,000 general aggregate, Automobile Liability Insurance with $1,000,000 combined single limit, and Crime Insurance including employee dishonesty coverage with $1,000,000 per occurrence and $1,000,000 general aggregate, with the State of Colorado named as an additional insured on all policies. Prior to award, vendors must submit Federal Employer Identification Numbers via W-9 forms and proof of Good Standing with the Colorado Secretary of State, and prior to Purchase Order execution, awarded respondents must provide insurance certificates documenting required coverage. All contractor personnel accessing CDOC correctional facilities must undergo criminal background checks and sign "Consent to Search Authorization" forms. The solicitation does not specify contract term length, renewal options, or explicit budget ranges; however, the scope indicates this is a limited procurement for the single delivery week of April 6-10, 2026, with the possibility of future price increases not to exceed 2.5% per fiscal year if mutually agreed upon by both parties.
