About this opportunity

The Kentucky Transportation Cabinet (KYTC), Division of Purchases, on behalf of the Office of Support Services, is soliciting bids for framing supplies through a competitive Request for Bid (RFB) process. This procurement encompasses fifteen line items including transfer tape, foam core sheets, molding in various styles and dimensions, matboard, framing glass, corrugated cardboard sheets, picture hanging wire, screw eyes, framer points, and dry mount foam board, with quantities ranging from 2 feet of molding to 120 units of matboard. The selected vendor will establish a master agreement contract with an initial term extending through June 30, 2025, and four optional one-year renewal periods available subject to written approval from both the vendor and KYTC. All deliveries must be made F.O.B. Destination, Freight Prepaid and Allowed, to the KYTC Division of Facilities Support located at 1219 Wilkinson Boulevard, Frankfort, Kentucky 40601, with the vendor bearing all shipping responsibility and freight claim liability. Bids must be submitted electronically through the Kentucky Vendor Self Service website at https://vss.ky.gov by June 27, 2024, at 2:00 PM Eastern Time, with a public bid reading scheduled for 3:00 PM Eastern Time on the same date. Award will be determined using a best value approach allocating 95 points to price (lowest bidder receives maximum points) and 5 points to delivery time (best delivery time in calendar days receives maximum points), with the contract award tentatively scheduled for July 3, 2024. Vendors must provide firm fixed pricing with no price increases permitted during the first twelve months and only one increase allowed during the contract period if industry-wide justification is provided, and late deliveries will incur a one percent per day penalty deducted from invoices.

Kentucky resident bidders are eligible for reciprocal preference equal to that granted by the nonresident bidder's state of origin. Qualified bidders receive additional scoring preferences, specifically Kentucky Correctional Industries (20 percent preference), Kentucky Industries for the Blind (15 percent preference), and nonprofit agencies serving individuals with severe disabilities (15 percent preference). Foreign entities must provide a certificate of authority to transact business in Kentucky or identify applicable exemptions. All bidders must be registered in the Commonwealth eProcurement System prior to submission, with registrations completed on the bid closing date unable to be activated in time for participation. Vendors are required to comply with Kentucky tax, employment, and statutory obligations and may be subject to audit for three years following final payment. No incumbent vendors or budget values are specified in the solicitation documents provided. The contract is designed to support the operational needs of the KYTC Office of Support Services with no specialized technology integration requirements identified.
