About this opportunity

The California Department of Corrections and Rehabilitation (CDCR) is soliciting competitive bids for the design, fabrication, and delivery of a complete Stand By Synthetic Natural Gas System for California State Prison, Solano under solicitation number FPCM-SOL-I000952-M543-CS. The procurement encompasses a comprehensive liquefied petroleum gas (LPG) equipment system serving as an alternate fuel supply during natural gas curtailment from PG&E, including two 30,000-gallon storage containers, positive-displacement duplex pumps, an indirect-type water-bath vaporizer with electric heating elements, a blower-assisted air mixer with surge tank, an oil-flooded rotary-screw air compressor with dryer package, and a stainless steel flare stack. All equipment must be newly manufactured, currently in production, and comply with ASME Boiler and Pressure Vessel Code Section VIII and NFPA 58 standards, with noise levels not exceeding 85 dBA. The contract encompasses seven line items: the complete system, 200 hours of technical assistance, 40 hours of startup and commissioning, 24 hours of staff training, manufacturer's standard warranty, one submittal package, and shop drawings prepared by the awarded vendor. Prospective bidders must attend a mandatory pre-bid meeting on May 21, 2026 at 10:00 AM via Teams, submit written questions by close of business on May 22, 2026, and submit sealed bids by 2:00 p.m. on May 29, 2026 to either the Procurement Support office in Sacramento or via email to Cheng.Saephan@cdcr.ca.gov. The awarded vendor must attend a mandatory site visit at California State Prison, Solano and allow ten days for gate clearances. Award will be made on an "all or none" basis with FOB Destination delivery required, and the State reserves the right to increase the purchase order by up to twenty percent upon written approval.

Bidders claiming California Certified Small Business preference must submit the Bidder Declaration form GSPD-05-105 and be certified by the State or commit to subcontracting at least 25 percent of the net bid price with certified small businesses. Additionally, a Disabled Veteran Business Enterprise (DVBE) incentive is available with incentive percentages ranging from 1 to 5 percent based on confirmed DVBE participation levels. All bidders must complete and return required compliance forms including the Payee Data Record (STD 204), Darfur Contracting Form, Post-Consumer Content Certification, California Civil Rights Laws Certification, and the new STD 1000 GenAI Disclosure and Factsheet. Bidders must provide complete product information, cut sheets, detailed material lists with brand and model numbers, and confirm all measurements and quantities to ensure adequate materials for project completion. The solicitation document does not specify a particular contract award value or budget range; however, the technical specifications indicate a system designed to deliver a maximum fuel demand of 69,000 MBtu/hr at 15 psig supply pressure and produce a propane-air mixture with a target Wobbe index of 1315 Btu/cu ft. No incumbent vendors or existing contractors are identified in the procurement documents, and the CDCR will handle all installation of equipment following delivery and acceptance by the awarded vendor.
