California State Prison, Solano Replace Hydronic Loop - Liquefied Petroleum Gas Equipment Specifications

This specification document, prepared by Stantec for the California Department of Corrections and Rehabilitation (CDCR), outlines the technical requirements for a liquefied petroleum gas (LPG) equipment system designed to serve as an alternate fuel supply for California State Prison, Solano in the event of natural gas curtailment from PG&E. The project encompasses the design, fabrication, and installation of a complete propane-air mixing system comprising two 30,000-gallon storage containers, positive-displacement duplex pumps, an indirect-type water-bath vaporizer with electric heating elements, a blower-assisted air mixer with surge tank, an oil-flooded rotary-screw air compressor with dryer package, and a stainless steel flare stack for startup, testing, and system venting. The system is designed to deliver a maximum fuel demand of 69,000 MBtu/hr on an HHV basis at 15 psig supply pressure to the facility, producing a propane-air mixture with a target Wobbe index of 1315 Btu/cu ft. All equipment must comply with ASME Boiler and Pressure Vessel Code Section VIII, NFPA 58 (Liquefied Petroleum Gas Code), and California state and local building codes, with noise levels not exceeding 85 dBA at three feet from equipment sources.

The specification requires comprehensive submittals including dimensional drawings, design calculations, welding procedures, P&ID diagrams, control logic descriptions, operational manuals, and seismic qualification certificates, with a mandatory three-week review and approval period by the CDCR Representative before fabrication commences. The manufacturer must assume complete responsibility for system design, performance, and provide all materials, labor, equipment, and supervision required for fabrication and assembly. All electrical systems operate on 480 volts, 3-phase, 60 Hz power, with transformer provisions for lower voltages as required. A one-year warranty period is specified following acceptance, with guaranteed same-day service response for warranty repairs. The contractor must provide factory-authorized training to CDCR maintenance personnel on system operation and maintenance, and submit six copies of all submittals along with operation and maintenance data, performance records, spare parts lists, and AutoCAD drawings on CD media for CDCR acceptance.
