About this opportunity
The California Department of Corrections and Rehabilitation (CDCR) is soliciting bids for the procurement of three free-standing, single-occupancy privacy booths to be delivered to California State Prison-Sacramento, located at 100 Prison Road, Represa, California 95671. The booths are non-ADA units designed for use by incarcerated persons and must be newly manufactured equipment conforming to detailed architectural and engineering specifications provided in the solicitation documents. Each booth must include the structure, optional installation services, a minimum 10-year warranty covering the structural portion, and comprehensive submittals with isometric and three-dimensional computer-generated images. Bidders must submit sealed bids by 2:00 p.m. on April 15, 2026, via mail or email to Roberta Sanchez at the specified Sacramento address; a pre-bid conference was previously held on February 4, 2025, with documented questions and responses. Award will be made on an "all or none" basis to the lowest responsible bidder meeting all specifications, with delivery and fabrication timelines expected to require a minimum of two to three months from the date of award. Pricing must be submitted using State-provided forms with unit prices limited to four decimal places and quoted as FOB Destination with no cash discounts considered in the evaluation.
The State will apply a five percent preference for California-certified small businesses and may provide a disabled veteran business enterprise (DVBE) incentive ranging from one to five percent based on confirmed DVBE participation levels; bidders claiming either preference must complete and submit required declarations and certifications. Successful bidders will be required to provide a completed Payee Data Record (STD 204), California seller's permit or registration certification, and compliance certifications addressing recycled content, civil rights laws, Darfur contracting provisions, and generative artificial intelligence usage. Additional prerequisites include obtaining security clearances for facility access, coordination of delivery and installation with CDCR, compliance with all applicable federal, state, and local codes and laws, and adherence to the Prison Rape Elimination Act policy. The State reserves the right to increase the purchase order by up to twenty percent upon written approval prior to final delivery and may terminate the contract for default, convenience, or non-appropriation of funds. No incumbent vendors or current contractors are identified in the solicitation documents, and no specific budget or award value is disclosed in the available materials.
