About this file

This is a Bid Forms document for the Department of Parks and Recreation (DPR), Natural Resources Agency of California, for the Lake Perris SRA Bernasconi (WCI) IFB Ramadas Project located in Riverside County, California (Bid Number: C25950011). The project involves the installation of 12 shade ramadas in the Bernasconi Day Use Area at Lake Perris State Recreation Area. Bidders must submit their proposals by Wednesday, April 15, 2026, at 2:00 PM via US Mail to Ismael Carrillo, Administrative Supervisor, Department of Parks and Recreation Inland Empire District, 17801 Lake Perris Drive, Building B, Perris, CA 92571. The contractor is required to complete all work within 120 calendar days from the date of written notice to commence work, with an allowance of 10 calendar days to begin work. The contract will be awarded based on the low price method following evaluation of responsive and responsible bids.

The bid pricing is submitted as a lump sum base bid that includes all applicable taxes and expenses. A mandatory 6% Disabled Veteran Business Enterprise (DVBE) participation requirement applies to all bidders; failure to meet this requirement will render a bid non-responsive. Bidders exceeding the 6% DVBE participation threshold are eligible for incentive consideration, with incentive amounts calculated as a percentage of the lowest responsive and responsible bid price, capped at $100,000 combined with other preferences. A Bidder's Bond equal to 10% of the total bid is required for projects exceeding $250,000. Extensive documentation is mandated, including the Public Works Bid Form (DPR 482B), DVBE declarations and certifications, non-collusion affidavits, nondiscrimination compliance statements, Fair Chance Employment Act certification, Artificial Intelligence disclosure forms, California Civil Rights Law certification, contractor registration with the Department of Industrial Relations, and various state payee forms (STD 204 and STD 205). All bidders must acknowledge receipt of any addendums and certify compliance with California Public Contract Code Section 10162 and other applicable state laws.
