About this opportunity
The California Department of Corrections and Rehabilitation, Facility Planning, Construction and Management Division, is requesting bids on a complete roofing system (materials and fabrication) for two buildings at California State Prison, Los Angeles County, with sealed bids due September 23, 2026 at 2:00 PM and a mandatory walk-through on August 27, 2026 at 9:00 AM.
Bidders claiming California Certified Small Business preference must declare participation; non-small businesses claiming 25% small business subcontractor participation, or Disabled Veteran Business Enterprise (DVBE) participation, must also complete required declarations. The State is waiving mandatory DVBE program requirements but offering DVBE incentive participation ranging from 1 to 5% based on confirmed participation levels.
The scope covers a thermoplastic polyvinyl chloride (PVC) roofing membrane system with 80-mil thickness and factory-applied felt backing in white color for Facility C, Housing Units 341 and 342, each approximately 16,878 square feet. The system includes roofing membrane, flashings, rigid and tapered insulation, sheet metal products, adhesives, sealants, and associated components. All roofing materials must obtain FM Global listing including wind uplift certification. Mechanical equipment, exhaust fans, water heaters, and roof penetrations must be temporarily removed and reinstalled. The contractor must provide a manufacturer's ten-year full system warranty (non-prorated, covering labor and material) valid only after roof installation and manufacturer acceptance. Manufacturer technical assistance, on-site inspection, testing, training, and staff certification are required. All materials must be newly manufactured, current production models; used or discontinued models are prohibited. The primary supplier must deliver materials within 90 days of purchase order and Notice to Proceed, with 10% of materials available for delivery within three business days upon Construction Supervisor request.
Award will be made on an "all or none" basis; the State reserves the right to select two suppliers (primary and alternate). Gate clearance information is due August 13, 2026. Written questions are due September 1, 2026 at 5:00 PM. A complete materials list with quantities, unit pricing, and brand/model information is due September 16, 2026 at 2:00 PM. Bids must use State forms with F.O.B. Destination terms in U.S. currency and include Recycled Content Certification and Payee Data Record (STD. 204) forms. The facility is located at 44750 60th Street West, Lancaster, CA 93536.
