About this opportunity

The Michigan Department of Health and Human Services is requesting proposals for Family Preservation In-Home Family Services in Alcona and Iosco Counties under RFP 260000002426, with proposals due at 3:00 p.m. Eastern on August 24, 2026.

The scope is in-home family preservation services delivered to referred families within the two-county service area. Bidders must propose an hourly unit rate for contractor time encompassing face-to-face contact with families, travel time to and from face-to-face contacts, and travel time to unsuccessful contact attempts. Bidders determine the annual number of families and units (hours) they will serve based on proposed staffing and capacity, provided total proposed amounts do not exceed the maximum annual award. The contract includes fixed annual allocations: $10,500 for transportation (mileage reimbursement at Michigan's premium rate or the contractor's usual rate, whichever is less, for client transportation, travel to client homes, court hearings, and advocacy-related activities measured from the contractor's home or normal place of business) and $2,500 for Specific Assistance services (limited to an average of $300 per family per year and subject to MDHHS local office authorization). All indirect and nonbillable costs, including documentation, reporting, collateral contacts, and administrative expenses such as insurance, must be incorporated into the proposed unit rate.

The maximum annual award is $75,000 for each contract year. The contract runs three years, from October 1, 2026 through September 30, 2029, with the State holding an option to renew for up to two additional one-year periods at its sole discretion. Proposals must be submitted electronically through the Michigan SIGMA VSS system in modifiable formats, with pricing saved separately.

Technical proposals are weighted as Experience and Qualifications (15 points), Delivery Capability (40 points), Service Capability and Understanding (40 points), and Instructions for Bidders and Vendor Questions Worksheet (30 points), totaling 125 points. Proposals scoring 100 or more technical points advance to price evaluation. Award will be made to the responsive and responsible bidder offering best value based on technical merit and price combined. The State reserves the right to evaluate qualified disabled veteran or service-disabled veteran-owned business status and to conduct reference checks, interviews, facility tours, and background checks. Questions were due August 10, 2026, with State responses posted by August 14, 2026. Payment is due within 45 days of receipt of undisputed invoices submitted monthly or as specified.
