RFP26-2426 Q&A Document Summary

This Bidders Questions and Answers document is issued by Michigan's Department of Health and Human Services (MDHHS) for RFP 260000002426, which solicits services for Family Preservation In-Home Family Services in Alcona and Iosco Counties. The RFP seeks qualified contractors to provide in-home family preservation services with the specific definition of a billable unit established as one hour of contractor time encompassing face-to-face contact with referred families, travel time to and from face-to-face contacts, and travel time to unsuccessful contact attempts. Bidders are responsible for determining the annual number of families and units (hours) to be served based on their proposed staffing allocation and capacity, provided the total proposed amount does not exceed the Maximum Annual Award specified in Schedule B Pricing. Indirect and nonbillable costs—including documentation, reporting, collateral contacts, and administrative expenses such as insurance—must be fully accounted for and incorporated into the proposed unit rate by bidders.

The RFP includes fixed annual allocations with specific parameters: a $10,500 transportation allocation limited to mileage reimbursement at or below the premium mileage rate for activities such as providing client transportation, driving to and from client homes, attending court hearings at MDHHS request, and advocacy-related site visits, with mileage calculated from the contractor's home or normal place of business. A $2,500 annual allocation for Specific Assistance is available to support established service plans and promote child safety, limited to an average of $300 per family per year and requiring authorization from the MDHHS local office contract administrator. Bidders not requesting confidential treatment need only complete Section 1 of the Confidential Treatment Form without submitting a separate redacted public copy.

Answer
1
Schedule A – Statement of Work, VI. Services to be Provided, 2.b Unit Definition
48
Please confirm the exact definition of a “unit” for In‑Home Family Services. Is one unit defined as one billable hour of direct service, or does the unit include indirect activities such as documentation, travel between clients, and collateral contacts?
A unit represents one billable hour of a contractor’s time and includes only the following activities: face-to-face contact with the referred family, travel time spent to and from a face-to-face contact, and travel time spent to and from an attempted but unsuccessful face-to-face contact. These are the only activities billable at the unit rate. Because billable activities are strictly limited to those listed, it is critical that bidders carefully assess all other indirect, non‑billable costs involved in delivering the service. Indirect costs may include documentation and reporting, collateral contacts, and administrative expenses such as required insurance. Bidders must ensure these indirect costs are fully accounted for and incorporated into the proposed unit rate.
