About this opportunity

The Michigan Department of Health and Human Services is requesting proposals for in-home family services in Alcona and Iosco Counties under RFP 260000002123, with proposals due June 30, 2026 by 3:00 p.m. Eastern through the Michigan SIGMA VSS system.

The scope encompasses family preservation in-home family services, with contractors responsible for delivering direct client services, transportation to client homes and advocacy sites, and specified assistance services. Contractors must hold general liability, automobile liability, workers' compensation, employers liability, and cyber liability insurance; comply with background check requirements; meet nondiscrimination and confidentiality obligations; and adhere to prevailing wage requirements where applicable. Federal provisions apply if federal funding is utilized.

The contract carries an annual award of $75,000 across three years (October 1, 2026 through September 30, 2029), renewable at the State's sole discretion for up to two additional one-year periods. The annual budget comprises a unit-rate component (proposed hourly rate multiplied by estimated annual units), a fixed $10,500 transportation allocation, and a fixed $2,500 allocation for specific assistance services. Contractors bill mileage at the premium state rate or their usual employee reimbursement rate, whichever is less. Pricing must be submitted separately in a modifiable format.

Evaluation is based on 125 technical points: experience and qualifications (15 points), delivery capability (40 points), service capability and understanding (40 points), and instructions for bidders and vendor questions worksheet (30 points). Proposals must score a minimum of 100 points to advance to price evaluation. Award goes to the responsive and responsible bidder offering the best value combining technical factors and pricing. The State reserves the right to conduct on-site inspections, oral presentations, interviews, and background checks during evaluation. Questions were due June 16, 2026, with answers posted by June 22, 2026. All proposals become public record upon submission; bidders may request confidential treatment for trade secrets and proprietary financial information.
