About this opportunity

The Michigan Department of Health and Human Services is requesting proposals for Family Preservation In-Home Family Services in Alcona and Iosco Counties, with proposals due June 30, 2026 at 3:00 p.m. Eastern and questions due June 16, 2026.

The contract is effective for three years from October 1, 2026 through September 30, 2029, with optional renewal for up to two additional one-year periods at the State's sole discretion. The maximum annual award is $75,000 per contract year, allocated across unit-rate in-home family services, a fixed annual transportation cost of $10,500, and a fixed annual assistance cost of $2,500.

Proposals are evaluated on a 125-point technical scale: Experience and Qualifications (15 points), Delivery Capability (40 points), Service Capability and Understanding (40 points), and Instructions for Bidders and Vendor Questions Worksheet (30 points). Proposals must achieve a minimum of 100 technical points for pricing evaluation. The State reserves discretion to evaluate proposals on fair market value, prior performance, economic impact to Michigan, and total cost of ownership, and is not obligated to accept the lowest price.

Contractors must maintain $1,000,000 commercial general liability, $1,000,000 automobile liability, $1,000,000 privacy and security liability insurance, and workers' compensation and employers' liability coverage. Compliance with prevailing wage requirements, nondiscrimination provisions, and data security and confidentiality obligations is mandatory. Bidders must submit a modifiable pricing schedule separately with proposed hourly rates for in-home family services and estimated annual clients and units of service. Reimbursable travel costs are permitted at either the premium state rate or the contractor's usual employee reimbursement rate, whichever is less. The State is not obligated to conduct pre-bid meetings or site visits, though it reserves the right to conduct on-site visits, oral presentations, interviews, reference checks, and background checks during evaluation. The contract is subject to State Administrative Board approval if the value equals or exceeds $250,000.
