About this opportunity
The State of Maine Department of Administrative and Financial Services, Office of State Procurement Services, is requesting quotations for custom fabrication and delivery of four modular all-steel skidder bridges for temporary stream crossings during logging operations on behalf of the Department of Agriculture, Conservation and Forestry, Bureau of Parks and Lands, with quotations due July 30, 2026 at 4:00 p.m. EST.
The scope comprises one 20-foot bridge, two 25-foot bridges, and one 30-foot bridge, each consisting of two identical modular halves that pin together longitudinally. Delivery locations are North Road in Moosehead Junction Township (one 20-foot and one 25-foot bridge), 45 Radar Road in Ashland, Maine (one 25-foot bridge), and 2-54 Goulds Ridge Road in Passadumkeag, Maine (one 30-foot bridge). Each bridge must have a minimum carrying capacity of 80,000 pounds, with manufacturer documentation required to confirm compliance. Bidders must submit manufacturer literature, warranty information, and maintenance guidance. Equivalent items may be bid with required equivalency documentation subject to departmental approval. All deliveries must occur by October 31, 2026, and bidders must submit estimated delivery timelines in calendar days from contract award. Responses are submitted through the State of Maine's Vendor Self Service e-Procurement system.
Pricing must include fabrication, materials, labor, shipping, delivery, unloading where required, and all other costs under FOB Destination terms, with the vendor bearing all shipping costs and responsibility until delivery. The State is exempt from federal, state, and local taxes on articles not for resale; quotations should exclude these taxes. The State anticipates an all-or-nothing award to the lowest-priced qualified bidder meeting all specifications. Bid pricing and terms remain valid for 180 days from bid opening. Partial submissions lacking pricing for all four line items may be deemed non-responsive. Payment is anticipated net 30 upon receipt of invoices containing the State contract number and correct pricing.
