About this opportunity

The City of Edinburg, Texas, located in Hidalgo County, is soliciting bids for the Fountain Pool Pump House Renovation project through an Invitation for Bid (IFB) process. The project scope encompasses comprehensive renovation and expansion of the existing pump house facility located at 1227 E McIntyre Street, Edinburg, Texas 78541, including complete roof removal and replacement, demolition of one brick wall to expand the pump room into an adjacent fenced enclosure, enclosure of the current fenced pump house portion, replacement of all metal doors and frames, installation of additional ventilation fans per design specifications, and repair of chipped and cut cement flooring. The project involves structural expansion of approximately 2,672 square feet in addition to the existing 1,598-square-foot structure, modifications to existing electrical and plumbing systems, and construction must comply with the 2018 International Building Code, 2017 National Electrical Code, 2018 International Plumbing Code, and 2018 International Swimming Pool and Spa Code as adopted by the City of Pharr. Contractors must submit bids on a lump-sum pricing basis for the entire scope of work; the bid submission deadline is April 14, 2026, at 3:00 PM through the OpenGov procurement portal (https://procurement.opengov.com/portal/cityofedinburg) or hand-delivery to the City Secretary's Office at 415 W. University Drive, Edinburg, Texas 78539, with a public bid opening scheduled for April 14, 2026, at 3:00 PM in the City Hall Community Room. Questions regarding the solicitation must be submitted by April 2, 2026, at 3:00 PM, and prospective bidders are strongly encouraged to schedule mandatory on-site meetings with Nicholus Villarreal, Aquatics Manager, at 956-607-2828 or nicvillarreal@cityofedinburg.com to review existing conditions and project requirements. Bidders must submit numerous required documents including conflict of interest disclosures, general questionnaires, litigation disclosures, non-collusion affidavits, and Texas-specific certifications regarding boycott compliance (HB 89, SB 13) and non-discrimination provisions (SB 19), along with statements of qualifications, equipment and material lists, and debarment certifications.

For construction projects with contract amounts exceeding $25,000, bidders must provide a bid bond equal to 5 percent of the bid price, along with performance and payment bonds each equal to 100 percent of the contract price; insurance requirements include workers' compensation coverage at statutory limits and comprehensive general liability insurance with minimum coverage of $250,000 per person and $500,000 per occurrence, with property damage coverage of $100,000 per occurrence, naming the City as an additional insured. The City of Edinburg reserves the right to award one contract, reject all bids, award based on written submissions alone or request oral interviews, and may grant a local vendor preference of up to 5 percent to vendors whose principal place of business is within Edinburg if their bid is within 5 percent of the lowest bid price, in accordance with Texas Local Government Code Section 271.9051. The solicitation documents do not identify an incumbent contractor, and the project represents a rebid opportunity, indicating that previous bidding efforts did not result in a successful award. The existing structure's electrical and plumbing infrastructure will be retained and integrated into the expanded design; detailed architectural blueprints prepared by Christopher Builder & Designer and windstorm-resistant structural design plans prepared by Atlas Engineering (TPBE Firm No. 17057) under PE Lucas Castillo Jr. are provided as technical specifications for the project. No specific budget amount or contract award value range is disclosed in the solicitation documents; however, the magnitude and scope of the project suggest a substantial construction contract value. Payment will be made by mail following completion and City acceptance of the work in accordance with Texas state law, and all submissions must be made through the City's electronic bidding system, which operates in compliance with Texas Local Government Code Section 252.0415 with encryption security protocols and audit trail documentation.
