Respondents must be California-licensed Foster Family Agencies; this is the primary eligibility filter.
The scope requires operating two separate residential homes at 15405 Lansdowne Road, Tustin, each accommodating up to six foster children ages birth to 18 under Orange County Juvenile Court jurisdiction. Services include recruiting and approving Resource Parents, providing 24-hour foster care, case management, family engagement, monitored and supervised visitation, transportation to school and medical appointments, educational coordination, and behavioral health support. Compliance with Title 22 Regulations, California Department of Social Services licensing standards, and all federal, state, and local laws is mandatory.
Reimbursement is structured as a monthly rate in arrears based on the California Department of Social Services Intensive Foster Care Services specialized negotiated funding rate per foster child per month, with daily rates applied for placements under one full month. The rate may be adjusted annually for California Necessities Index increases. No guaranteed minimum number of referrals or minimum funding is provided. The contract term runs July 1, 2027 through June 30, 2030, with an optional two-year renewal subject to mutual agreement. The County provides the facility rent-free and retains responsibility for major utilities and building maintenance; the contractor pays for telephone, cable, internet, and janitorial services. All proposals must be submitted electronically via the County's eProcurement Portal. Tentative interviews with top-scored respondents are scheduled for October 22, 2026 at 9:00 a.m. Funding is contingent upon State budget approval and receipt of federal and state funds.
