About this opportunity

Fort Rosecrans National Cemetery, a National Cemetery Administration facility under the Department of Veterans Affairs in San Diego, is soliciting proposals for HVAC and Variable Refrigerant Flow (VRF) maintenance services under SDVOSB set-aside, with proposals due August 13, 2026. This is a Service-Disabled Veteran-Owned Small Business set-aside; only SDVOSB firms certified under NAICS 238220 (Plumbing, Heating, and Air-Conditioning Contractors) are eligible.

The scope consists of one annual comprehensive split HVAC maintenance service and four quarterly operational HVAC maintenance services at two facilities: the Administrative Building and the Maintenance Building at 1700 Cabrillo Memorial Drive, San Diego, California. Annual comprehensive maintenance includes tightening set screws, cleaning condensation pans and coils, inspecting all components, checking compressor operation and amperage draw, and documenting deficiencies. Quarterly operational maintenance requires filter changes, coil inspection, condensate flow verification, bearing lubrication, belt checks, control verification, electrical connection inspection, and system pressure and temperature verification. The contractor must furnish all supplies, materials, personnel, equipment, tools, and supervision.

Work must comply with the 2026 National HVAC Regulations, ASHRAE Standards 180, 62.1/62.2, and 55, ACCA guidelines, EPA refrigerant handling requirements under Section 608, and AHRI standards. Contractor shall submit written reports documenting all accomplished work and deficiencies discovered outside scope during each visit.

Contract pricing uses fixed-price line items: one unit for annual comprehensive maintenance and four units for quarterly operational maintenance. Quality assurance requires 100 percent inspection of all comprehensive maintenance, operational maintenance, and filter replacement tasks by the Contracting Officer's Representative, with payment serving as the incentive mechanism. A post-award kickoff meeting will occur at the cemetery, with monthly project status reviews at the COR's discretion via in-person meeting or teleconference.
