About this file
This is a Performance Work Statement (PWS) for HVAC Maintenance Services at Fort Rosecrans National Cemetery, issued by the National Cemetery Administration under the Department of Veterans Affairs. The contract requires the contractor to furnish all supplies, materials, personnel, equipment, tools, and supervision necessary to provide complete HVAC/Variable Refrigerant Flow (VRF) maintenance services at the cemetery's two primary facilities: the Administrative Building and the Maintenance Building, located at 1700 Cabrillo Memorial Drive, San Diego, California. The scope of work consists of two primary tasks: one annual comprehensive split HVAC maintenance service and four quarterly operational HVAC maintenance services to be performed throughout the contract term. The Annual Comprehensive Maintenance task includes tightening set screws, cleaning condensation pans and coils, inspecting components, checking compressor operation and amperage draw, and reporting deficiencies. The quarterly maintenance tasks require filter changes, coil inspection, condensate flow verification, bearing lubrication, belt checks, control verification, electrical connection inspection, and system pressure and temperature verification. The contractor must provide written reports documenting all work accomplished during each visit, including any deficiencies discovered outside the scope of work.
This acquisition is set aside as a Service-Disabled Veteran-Owned Small Business (SDVOSB) contract under NAICS code 238220 (Plumbing, Heating, and Air-Conditioning Contractors). The work must be performed in accordance with the 2026 National HVAC Regulations, ASHRAE Standards 180, 62.1/62.2, and 55, ACCA guidelines, EPA refrigerant handling requirements under Section 608, and AHRI standards. The contract pricing structure utilizes fixed-price line items with one unit each for the annual comprehensive maintenance and four units for the quarterly operational maintenance services, with delivery occurring at Fort Rosecrans National Cemetery. Quality assurance requirements specify that 100 percent of all comprehensive maintenance, operational maintenance, and filter replacement tasks must be inspected by the Contracting Officer's Representative (COR), with payment impact serving as the incentive mechanism. A post-award kickoff meeting will be conducted at the cemetery, and intermittent project status reviews may be conducted monthly at the COR's discretion through in-person meetings or teleconference.
