About this opportunity
The Illinois Office of Lands Management is soliciting bids for one commercial-grade zero-turn mower for Fort Massac State Park in Metropolis, Illinois, with bids due August 19, 2026.
The mower must be brand new, unused, and free from defects upon delivery to 1308 E. Fifth St., Metropolis, IL 62960. Required specifications include a minimum 30 HP diesel engine with wheel motors and hydraulic pumps; a 72-inch side discharge mower deck with adjustable cutting heights from 1 to 5 inches and anti-scalp rollers; Tweel turf tires or puncture-proof casters; an hour meter; an adjustable suspension seat with seatbelt; a foldable rollover protection system (ROPS); and a minimum 10-gallon fuel capacity. The vendor must quote pricing FOB destination and include freight costs. The specification document states that brand names are used only to describe desired quality standards and performance characteristics and are not intended to restrict competition; bidders may submit equal alternative products, with the burden of proof regarding equivalency resting on the bidder.
The vendor must be an authorized wholesaler or retailer of the supplied product and responsible for any required attachments to be installed upon delivery. Standard manufacturer's warranty and two copies of operator and maintenance manuals must be provided. The vendor is also required to provide training on equipment operation and maintenance upon delivery.
Under Illinois Standard Terms and Conditions for General Services contracts, vendors must maintain three years of records (five years if federal funds are used), maintain comprehensive insurance coverage including $1 million general commercial liability per occurrence and $2 million annual aggregate, and comply with prevailing wage requirements for applicable service categories. The State retains exclusive ownership of all work product and intellectual property and may terminate for convenience with 30 days' notice.
