About this opportunity

The State of Colorado, Department of Natural Resources, on behalf of the Colorado Division of Parks and Wildlife, issued a Request for Documented Quotation (DQ1 2017*0305) for the supply of Formalin (Aqueous Formaldehyde Solution) to be delivered to Denver County and Denver City jurisdictions. The procurement seeks competitive bids for the delivery of approximately forty-eight 55-gallon drums annually, ordered in two shipments of twenty-four drums each, with the product specified as U.S.P. grade Formalin containing not less than 37% formaldehyde by weight, 6 to 14% methanol, and must be an FDA-approved brand for control of external protozoa, monogenetic trematodes on finfish, fungi on finfish eggs, and protozoan parasites on penaeid shrimp; chemical grade formulations are not acceptable. Delivery must be made to the CPW Warehouse at 6060 Broadway, Denver, Colorado 80216, with the first delivery required by October 14, 2016. The solicitation required vendors to submit written inquiries by September 26, 2016, with bids due by September 29, 2016 at 11:00 a.m. MDT; award was expected by September 30, 2016. Qualified vendors must maintain a minimum of $1,000,000 in Automobile Liability Insurance coverage throughout the contract term, provide pricing on a per-gallon basis with all costs including delivery and trade-ins factored into the final bid price, submit completed pricing specification verification and delivery forms, vendor information sheets, proof of auto insurance policy, and a completed W-9 form.

The contract term is twelve months with prices firm through June 30, 2017, with the State retaining the option to renew for up to four additional 12-month periods, not to exceed a total of five years or June 30, 2021; any rate adjustments for renewal periods may not exceed the average of twelve months of Consumer Price Index rates for the West Urban Region or five percent, whichever is less, with only one increase permitted per 12-month period. No specific set-asides or restrictions on organizational types were identified in the solicitation documents; however, all vendors must comply with applicable federal and state laws, including employment eligibility verification through the E-Verify Program, and must provide a Safety Data Sheet with every shipment. The State reserves the right to reject any bids incorporating vendor terms and conditions and intends to make a single vendor award from this solicitation. No incumbent vendor information, existing infrastructure integration requirements, or specific budget ranges were disclosed in the procurement documents; pricing will be evaluated competitively on a per-gallon basis as submitted by qualified bidders. The State is exempt from federal excise taxes and state and local sales and use taxes, and payment terms require remittance within 45 days of receipt of products and a correct invoice.
