About this opportunity

The Michigan Department of Technology, Management & Budget is soliciting bids for Form 2615 MET catalog envelopes, with bids due July 16, 2026. Only prequalified vendors registered with the State of Michigan's Print & Mail Management (PMM) program are eligible; prequalification requires approximately one week.

The scope is 35,000 envelopes finished at 9.5 by 12.5 inches, printed with black ink on one side, manufactured from 28-pound white kraft catalog stock with inside security tint. Bindery work includes latex sealing. Cartons must be labeled with form number, packing information, and commodity number 4883-9749. The state will provide an electronic PDF file; vendors must submit a proof for approval prior to printing. Sample submission is a required element of the bid response. A detailed quote letter must accompany all bids; failure to include this documentation will result in disqualification.

All bids must be submitted online with complete costs including freight to the state's dock at 7461 Crowner Drive, Lansing, Michigan 48913. Pricing terms are F.O.B. Destination, prepaid. Delivery is available Monday through Friday from 8:00 a.m. to 3:30 p.m., excluding standard holidays. Shipments requiring pallets must use single-face hardwood pallets with maximum gross weights of 4,000 pounds and maximum dimensions of 48 inches by 48 inches by 5 feet 6 inches. Electronic copies of all materials become property of the State of Michigan and must be provided in source software format with all revisions, fonts, and images, plus PDF copies. Invoices must be submitted to DTMB-PrintingServices@michigan.gov and entered into the VSS system; direct shipments require a signed packing slip and advance arrival notification.

Award will be made on best price and value to the state—the lowest bidder is not automatically selected if quality or capability concerns exist.
