About this opportunity
The Commonwealth of Kentucky's Finance and Administration Cabinet, on behalf of the Office of Vocational Rehabilitation and the Carl D. Perkins Vocational Training Center, issued Request for Bid (RFB) 758 2100000329 for the procurement of one forklift simulator unit. The solicitation, released January 11, 2021, sought electronic bids through the Kentucky eProcurement system with written questions due by January 18, 2021 at 10:00 AM ET and a final bid closing date of February 4, 2021 at 1:30 PM ET. The required equipment is a Really-Virtual RVC-RFPREMIUM-001 model forklift simulator or approved equivalent, designed to provide virtual training in conjunction with existing hands-on instruction for students preparing for employment as forklift operators. The system must include OSHA-compliant step-by-step training with six lessons and two exercises, real-time performance monitoring with over 30 performance measures, real-time corrections from a virtual trainer, comprehensive scoring and damage reports, HD recording with multi-camera capability, and mobile app access with cloud storage. Required hardware components include a 4+1 VR headset, Oculus Rift S VR headset, Leap Motion VR integration kit, force feedback steering wheel, three-pedal control system, premium VR-ready PC with specified components, authentic forklift seat with safety belt and switch, and various attachments and training environments. The contract will be awarded on a best value basis with evaluation criteria weighted at 90 points for price and 10 points for delivery time, totaling 100 points, with the lowest-priced bid receiving maximum price points and subsequent bids scored proportionally. Delivery is required to the Carl D. Perkins Vocational Training Center in Thelma, Kentucky, with all shipping and handling charges included in the bid price. Bidders proposing alternate brands or specifications must submit descriptive literature demonstrating equivalency, or face rejection as non-responsive.
Kentucky resident bidders and qualified bidders—including Kentucky Correctional Industries and qualified nonprofit corporations serving individuals with disabilities—are eligible for reciprocal preference and preferential scoring of 15 to 20 percent of maximum points in accordance with applicable state regulations. All bidders must submit required documentation including a Kentucky Tax Registration Application Revenue Form 10A100, annual affidavits confirming compliance with Kentucky campaign finance laws, tax registration and compliance status, and non-boycott certification under KRS 45A.607, along with any applicable Equal Employment Opportunity forms and certificates of authority for foreign entities. The solicitation imposed no set-asides for disadvantaged enterprises, though the Commonwealth applied preferences for designated bidder categories. No incumbent vendor was identified in the solicitation documents, and no current infrastructure or existing technology requiring integration was specified. The contract includes a mandatory two-year warranty covering full hardware warranty, software support, updates, remote diagnostics, email and phone support, and monthly training webinars, with optional year-to-year software feature purchases available thereafter. Pricing must be quoted F.O.B. Destination Freight Prepaid and Allowed, excluding federal excise taxes and Kentucky sales and use taxes, with no specific budget range disclosed in the solicitation documents; payment was to be made within 30 working days of invoice receipt in accordance with state statute.
