About this opportunity
The City of Philadelphia Procurement Department is requesting quotes for forfeiture petition service under micro purchase authority, with quotes due June 26, 2026. The solicitation is posted on the PHLContracts platform and governed by the City's micro purchase terms and conditions for competitive solicitations under the current threshold of less than $38,000.
Quotes must be submitted electronically through PHLContracts with a duly executed Consent and Authorization Agreement attached or uploaded to the vendor's profile prior to bid closing. Failure to submit the required authorization agreement results in rejection as non-responsive. Vendors must complete all mandatory fields across General, Items, Questions, Terms & Conditions, Attachments, and Summary tabs; confirm business classification status; enter unit costs for listed items; and accept all terms and conditions.
The contract term is 365 days from the effective date upon issuance of a purchase order by an authorized Procurement Department representative. Pricing must be quoted net and exclusive of taxes on an FOB Destination basis. The City reserves the right to reject any or all quotes, accept quotes from multiple sellers, and award on individual items without accepting all items. Delivery is required on a specified date at a fixed price under Firm Limit Delivery contracts, or as specified under Requirements Contracts.
Vendors must comply with nondiscrimination requirements, Philadelphia tax ordinances, workers' compensation and employers' liability insurance at statutory limits, general liability insurance with a $500,000 per occurrence limit, and applicable automotive liability insurance if relevant. Vendors must certify they are not indebted to the City for delinquent taxes. Payment is made via electronic deposit following delivery and City approval, with no obligation to pay for items without an issued purchase order. Submission of an optional LGBTQ Applicant Opportunity Data Form is voluntary and available to vendors holding or seeking LGBTQ Business Enterprise certification.
