About this opportunity
Jackson Soil & Water Conservation District and Sustainable Northwest are requesting proposals for post-fire restoration services comprising herbicide application and conifer tree planting on approximately 149 acres across six privately owned forest properties in Jackson County, Oregon impacted by the 2020 South Obenchain Fire, with proposals due September 18, 2026 and a mandatory pre-proposal field tour on September 11, 2026.
Preference points may be assigned to minority-owned businesses, women-owned businesses, veteran-owned businesses, and small businesses as prime contractors or subcontractors. The scope encompasses spot treatment with pre-emergent herbicide across approximately 13 acres within the planted footprint to control invasive annual grasses (primarily medusahead rye), followed by conifer planting at specified densities: 52.5 acres at 260 trees per acre and 96.25 acres at 225 trees per acre. Planting stock consists of Plug-Styro 8 containers with species including Ponderosa Pine, Incense Cedar, and Sugar Pine selected for elevation and seed zone suitability. Work begins September 28, 2026 and concludes by June 1, 2028.
Contractors must hold current Oregon State Farm/Forest Labor Contractors Licenses with a minimum $10,000 surety bond and United States Department of Labor Farm Labor Contractors Licenses if employing migrant or seasonal laborers. Cost proposals must itemize services on a per-acre basis; monthly payment follows certification by the Compliance Forester and receipt of funding from NRCS or Oregon Department of Forestry and required landowner cost-share. The successful proposer will enter into two separate contracts, one with each partner. Evaluation weighs References at 40 points and Total Cost Proposal at 60 points. The winning contractor will be announced September 23, 2026. Not-to-exceed amounts will be provided upon contractor selection.
