About this file
This specification sheet for NRCS Practice 315 Herbaceous Weed Treatment—Chemical involves the Natural Resources Conservation Service (NRCS) and Jackson Soil and Water Conservation District in Jackson County, Oregon. The project encompasses herbicide application services on 82.25 acres across Farm/Tract numbers F#3693, T#7356, and F#3899, T#7547, located at 12505 North Obenchain Road, Eagle Point, Oregon. The service involves spot treatment with pre-emergent herbicide in 4-foot by 4-foot areas around each tree planting site to control invasive annual grasses, specifically medusahead rye currently covering approximately 30 percent of the treatment area. The target post-treatment coverage for medusahead rye is zero percent. This project is part of post-fire restoration efforts under the Western Oregon Cascadia Recovery Effort RCPP-AFA and is coordinated with Practice 612 (Tree and Shrub Establishment). The project was planned by Meghan Montgomery with client Janice Schultz, and the specification sheet is dated July 19, 2026.
The specification sheet focuses on management objectives that include enhancing forage and browse quality, restoring native plant communities and wildlife habitats, protecting soils, controlling erosion, and reducing wildfire hazard. Resource concerns addressed include degraded plant condition, reduced plant productivity and health, and terrestrial habitat loss for wildlife and invertebrates. The herbaceous weed treatment strategy targets competing vegetation to increase survival of planted conifers by controlling invasive annual grasses that compete for soil moisture in the seedling rooting zone. No pricing information, set-asides, incumbent contractor details, funding sources, or contract terms are provided in this specification document.

HERBACEOUS WEED TREATMENT – CHEMICAL- SPECIFICATION SHEET
Client Janice Schultz Date 7/19/2026
Farm/Tract F#3693, T#7356 and F#3899, T#7547 Field(s) Units 2,3
Location 12505 North Obenchain Road, Eagle Point, OR 97524 Acres 82.25

1. Management Objectives (check one or more):
☐*Enhance accessibility, quantity, and/or quality of forage and/or browse ☒*Restore or release native or create desired plant communities and wildlife habitats consistent with the site potential.
☐*Protect soils and control erosion ☐*Reduce fine fuel loads and wildfire hazard ☒*Control pervasive plant species to a desired level of treatment ☐*Improve rangeland health – (must complete a Rangeland Health Assessment)
Resource Concern(s), Management Objective(s) & Conservation Implementation Strategy Resource concerns on this unit include degraded plant condition, plant productivity and health, and terrestrial habitat for wildlife and invertebrates. Herbaceous weed treatment recommended for this project are spot treatments to control competing vegetation to increase survival of planted conifers (see Practice 612 specifications). Treatments will specifically target invasive annual grasses, whose abundance and vigor is the primary competitor for soil moisture in the seedling rooting zone. Spot spray will occur in a 4’x4’ area around each planting site. Refer to specification sheet for Practice 612 (Tree and Shrub Establishment).
This practice is part of post-fire restoration under the Western Oregon Cascadia Recovery Effort RCPP-
AFA.
2. Pre- and Post- Treatment Cover of Target Species:

2,3 82.25 Hedgehog dogtail (Cynosurus echinatus) 15% 05%
3. Monitoring Plan
Monitoring is done to assess degree of herbaceous weed control and to identify areas needing further treatment.
Monitoring will be performed by NRCS and/or landowner at least annually at the end of the growing season following treatment.
Percent cover or density of the target species (see item 2 above) will be measured and compared to desired percent cover or density (% cover after (item 2 above)). If the measured amount is less than or equal to the desired amount, this practice is to be considered complete. If the measured amount is greater than the desired amount, additional treatments will be scheduled and noted in item 6 of this specification.
Additional Narrative:
Treatment will be monitored in late spring following planting (the spring following first treatment, Spring 2027) for any subsequent annual grass growth in the treated areas, the 4’x4’ area around each planting site. Planting sites will be identified with flagging by JSWCD staff prior to Fall 2026. If regrowth of competing vegetation has occurred in the planting sites, the second treatment will be in order for Fall 2027.
4. Maps included with this specification:
• Plan map showing area to be treated, areas not being disturbed, and any sensitive areas
• Soil map
5. Selected Treatment Method(s) (check one or more):
☐ Aerial Application ☐ Ground Application
☒ Spot Application ☐ Other (Describe):
Alt. No. 1 Alt. No. 2 Alt. No. 3
Chemical Indaziflam (Esplanade 200 SC)
Imazapic (Plateau, Panoramic)
Rate Follow chemical application rate instructions
Time Late fall, before first rains. Indaziflam is the preferred herbicide to use. Both are pre-emergent herbicides, and must be applied before fall germination (before first fall rains) to be effective.
Remarks
Caution
Source of Recommendation
Pacific Northwest Weed Management Handbook
☒All chemicals will be applied according to label instructions.
☒WinPST evaluations are attached. **All WIN-PST hazard ratings for these pesticides were Very Low or Low, no mitigation required.
☐Integrated Pest Mgt. 595 is required to mitigate potential hazards.
Ratings of Intermediate (I) or higher for Human Hazard and Fish Hazard require mitigation measures to be outlined in an Integrated Pest Management Plan (595).
Additional Narrative:
To minimize drift, check local forecasts and refer to the OSU Extension publication “Avoiding Drift”
Follow all pesticide label application instructions for concentration and rate. Do not apply during or within 2 days of rainfall. To be effective, pre-emergent herbicides must be applied preceding fall rains, which stimulate germination in annual grass species.
Spot Spray Application Area: Area of treatment unit is 82.25 acres, which will be planted with 18,506 seedlings at 225 trees per acre. Each spot spray will be approximately 4’x4’. Total sprayed area will be
6.8 acres.
6. Treatment Schedule Include all treatments needed to achieve effective control of the target plant species. This may require repeat treatments to achieve effective control of pervasive plant species*.
*See the OR Pervasive Weed Species 2022 list located in in the FOTG Section 4/Conservation Practice Standards and Support Documents/ for a list of plants identified as pervasive and eligible for multi-year treatment in Oregon. *

Unit 2,3 Late Summer 2026 82.25
Unit 2,3 Late Summer 2027 82.25
7. Operating Instructions
Prior to arriving at the treatment site, all equipment/vehicles will be cleaned to reduce the introduction/spread of noxious weeds.
Additional Narrative:
Check undercarriage of vehicles for grass and other vegetation that could spread seeds. Clean boots of mud, vegetation, and seeds prior to leaving worksite.
8. Wildlife Considerations
All work conducted will be performed at times that meet the needs of resident and transient wildlife.
9. Special Precautions or Requirements:
Only spray around indicated planting sites, not other areas within the units..
10. Special requirements if Integrated Pest Mgt. 595 is required:

Review and update the plan annually to incorporate new IPM technology.
Maintain mitigation techniques selected to ensure continued effectiveness.
Develop a safety plan for individuals exposed to pesticides Follow labels requirements for mix ing/loading setbacks from wells, streams, rivers and natural or impounded pond, lakes and reservoirs.
