About this opportunity

The Commonwealth of Kentucky, through the Finance and Administration Cabinet on behalf of the Division of Forestry, is issuing Request for Quotation (RFQ) 758 2500000077 for Forestry Equipment and Supplies. This procurement seeks vendor responses to establish an Award Contract for five line items consisting of personal protective equipment and specialized forestry instrumentation. The specific items include hi-vis Cordura cruiser vests in multiple sizes (XX-Large quantity 2, Medium quantity 8, and Large quantity 4) and a Haglof Vertex Laser Geo 360 Hypsometer Package with GPS and mapping capabilities, laser distance measurement up to 700 meters, height measurement range up to 999 meters or feet, Bluetooth connectivity, and integrated Li-Ion battery (quantity 6). All items must be delivered by May 30, 2025, on an F.O.B. Destination Freight Prepaid and Allowed basis, with unit costs including delivery to the specified location. The procurement will award as a group with all items included, and proposed pricing must remain valid for a minimum of 60 calendar days after the bid due date of April 30, 2025, at 1:30 p.m. ET. Questions must be submitted in writing by April 25, 2025, at 10:00 a.m. ET to Commonwealth Buyer Evelyn Osborne. Award determination will use a best value ranking approach with price weighted at 90 points and delivery weighted at 10 points, with faster delivery than the May 30 deadline earning bonus points while meeting the deadline receives no additional points. The Haglof Vertex Laser Geo 360 is designated as a no-substitution item, while vests may be substituted with approved equivalents if bidders submit supporting documentation demonstrating equality; failure to provide sufficient documentation may render a bid non-responsive.

Kentucky resident bidders receive reciprocal preference under state procurement regulations, and qualified bidder designations are available for Kentucky Correctional Industries, Kentucky Industries for the Blind, nonprofit corporations furthering KRS Chapter 163 purposes, and qualified nonprofit agencies employing individuals with severe disabilities for at least 75 percent of direct labor hours. Prior to award, vendors must submit proof of Kentucky Tax Registration (Revenue Form 10A100), required Annual Affidavits for Bidders, Offerors and Contractors executed under penalty of perjury attesting compliance with Kentucky campaign finance laws, and Certificates of Insurance evidencing Commercial General Liability coverage of $1,000,000 per occurrence and $2,000,000 aggregate, with Automobile Liability Insurance of $1,000,000 combined single limit required if vehicles will be used for delivery or on-site work. Foreign entities must provide certificates of authority as well. The solicitation prohibits online bidding and requires bidders to submit complete bid responses on the solicitation form with vendor information, ownership type, and authorized agent signature unless submitting electronically. The Commonwealth will not include Federal Excise Tax or Kentucky Sales or Use Tax in quoted prices. No specific contract value or budget range is disclosed in the solicitation documents, nor is an incumbent vendor identified.
