The scope of work includes drafting and editing scientific outreach publications of 3,000 to 5,000 words annually on topics related to forest management and wildlife habitat; developing and delivering presentations to landowners and natural resource professionals; coordinating scientific symposia, workshops, and tours; and managing communications across multiple platforms including written, digital, and social media content. OFRI estimates the work will require approximately 5 to 25 hours per week, though this estimate is not guaranteed. The RFP closing date is December 2, 2026, at 5:00 PM Pacific Standard Time. Interviews are anticipated for the week of December 14, 2026, with a Notice of Intent to Award expected approximately December 16, 2026. The contractor must demonstrate a minimum of a Bachelor's degree in forestry, fish and wildlife, communications, or related field; at least ten years' experience in wildlife biology or an associated field; and at least ten years' demonstrating written and oral communication skills.

The RFP uses a multistep sealed proposal process with Round 1 evaluation based on work samples and qualifications (maximum 150 points) and Round 2 consisting of interviews and presentations (maximum 50 points), plus price evaluation (maximum 30 points) and reference scores (maximum 30 points) for a total of 260 possible points. Proposers must submit detailed price proposals as separate files, and the Agency will award a price score based on the percentage of the proposed price compared to the lowest proposer's price. Oregon supplies and services receive a 10 percent price preference, and reciprocal preferences apply to out-of-state proposers. The Agency encourages participation by certified small businesses, including disadvantaged business enterprises, minority-owned businesses, women-owned businesses, service-disabled veteran-owned businesses, and emerging small businesses, and may require a Certified Disadvantaged Business Outreach Plan from the successful proposer if subcontracting opportunities exist. No incumbent is identified in the RFP. Proposals are limited to 15 pages, and all proposals become property of the Agency subject to Oregon Public Records Law.

DEFINITION OF TERMS

For the purposes of this RFP, capitalized words are defined in OAR 137-046-0110.

OVERVIEW AND PURPOSE

Agency Overview and Background The Oregon Forest Resources Institute (“OFRI”) supports the forest sector and the stewardship of natural resources by advancing Oregonians’ understanding of the social, environmental and economic benefits of our forests. A 13-member board of directors governs OFRI. It is funded by a dedicated forest products harvest tax. OFRI works with the scientific, academic and educational communities to ensure the objectivity and accuracy of the information used in its educational efforts.

Project Overview and Background The purpose of the OFRI Wildlife in Managed Forests (WIMF) program is to highlight and enhance the connection between managed forests and wildlife. The WIMF program provides education to forest landowners and managers to provide information about the latest scientific research and best management practices to benefit the many species of native wildlife that rely on Oregon’s forests. This program outreach is done through educational programs, publications and presentations for a variety of audiences, including foresters, landowners, operators, forestry/wildlife students and wildlife biologists. The program began in 2006 as an effort to synthesize research to help the intended audience understand and value the important relationship between active forest management and wildlife habitat. Previous publications in the WIMF series include, but are not limited to: WIMF: Deer and Elk, WIMF: Forest Amphibians, WIMF: Forests as Habitat, WIMF: Fisher and Humboldt Marten, WIMF: Early Seral-Associated Songbirds, WIMF: The American Beaver, WIMF: Fish Habitat and Passage, WIMF: Oregon Forest Practices Act Reference Series, and A Guide to Priority Plant and Animal Species in Oregon Forests.

OFRI is seeking a qualified contractor to provide writing, editing and review services for a variety of scientific outreach publications and materials intended for the public at large, natural resource professionals, family forestland owners and practioner audiences. The contractor will be asked to handle writing assignments where the emphasis will be on interpreting technical and academic research into language for wider audiences. In addition, the contractor, working with OFRI staff, will provide coordination and delivery of the WIMF outreach and communication program. This program will focus on outreach through a series of media, including conferences, workshops, webinars and tours. The primary audiences are forest landowners, forest managers, wildlife biologists and decision makers.

Proposers should demonstrate qualifications to perform the work described in the Scope of Services, including strong writing, editing, organizing and speaking skills. An understanding of OFRI and its goals and mission will be considered in the selection. Technical knowledge of Oregon’s forests, wildlife biology, and the interactions of wildlife and forest management is a requirement. Proposers should demonstrate experience providing outreach and interaction with the forest landowner community.

OFRI estimates, but does not guarantee, work may require approximately 5 to 25 hours per week. This estimate is intended to serve only as a guide to prospective Proposers and is not to be construed as a guarantee. However, the need for services may be in greater or lesser volume during the initial term of the Contract. Therefore, the quantities indicated are estimates offered solely for the purpose of illustrating potential hours of work per week.

SCOPE OF WORK/SPECIFICATIONS

The Scope of Work for this RFP includes the following:

Provide distribution outreach plan and materials related to manuscripts.
