About this opportunity
The Massachusetts Department of Conservation and Recreation is soliciting proposals for an appraisal review of a conservation restriction interest on the 37.28-acre Panagiotes property in Ashby, Massachusetts, with questions due November 5, 2026 at 5:00 p.m. and responses due November 9, 2026 at 5:00 p.m. through Commbuys. Bidders must hold a current certified general real estate appraiser license in Massachusetts and provide evidence of completing the current 2016 UASFLA (Yellow Book) training. Any prior work on the property must be disclosed, including scope, nature, and client details.
The review appraiser will assess the qualifications of the contract appraiser, develop a task assignment following a site visit and consultation, and verify that the appraisal report complies with the Uniform Appraisal Standards for Federal Land Acquisitions (UASFLA) and the Uniform Standards of Professional Appraisal Practice (USPAP). The property is part of the federally funded Nashua Wild & Scenic Rivers and Forests Forest Legacy Project, and the clients are the Commonwealth of Massachusetts and the United States Forest Service, which are also the only intended users. Attached sample appraisal instructions state that UASFLA takes precedence over USPAP in conflicts, that hypothetical conditions and extraordinary assumptions require prior written approval from the reviewer, and that an existing 2021 timber cruise may require a separate contract for an updated timber inventory if timber production is part of highest and best use.
Evaluation criteria are price, ability to complete the assignment within the specified timeframe, and appraisal qualifications. Anticipated award is November 12, 2026, and project completion is 60 days after the Notice to Proceed. Questions receive answers by November 6, 2026 at 5:00 p.m. DCR reserves the right to accept or reject any quotes, contract with some or all vendors, negotiate with responding vendors, or cancel the RFP in part or in its entirety.
