About this opportunity
The Colorado Bureau of Investigation Forensic Services-Toxicology Section is pursuing a sole-source procurement for toxicology testing services with National Medical Services, Inc. (NMS Labs), with a due date of July 9, 2026. This is a restricted sole-source solicitation — NMS Labs is the only reference laboratory certified by the Colorado Department of Public Health and Environment to perform both blood and urine drug analyses while maintaining ISO 17025 accreditation, the quality standard required by CBI-FS.
The scope covers blood and urine drug analysis services, including novel psychoactive drug testing, prescription drug screens, and drug-facilitated crime screens. NMS Labs, located in Horsham, Pennsylvania, has provided these services to CBI-FS since 2015 and has negotiated discounted pricing for certain case types.
The estimated contract value is $249,999 for the fiscal year July 1, 2026 through June 30, 2027. The estimate is based on FY 2026 submission volumes (projected cost $243,229) plus a $6,770 buffer to accommodate expected increases in casework submissions in FY 2027.
The sole-source justification rests on NMS Labs' unique dual certification (CDPHE approval and ISO 17025 accreditation) and demonstrated capacity to maintain acceptable turnaround times for customers. CBI-FS notes that if sole-source approval is not granted, alternatives include selecting another CDPHE-certified and ISO 17025-accredited reference laboratory or performing testing in-house, though in-house testing would increase customer turnaround times. The approval, issued May 8, 2026 by Vanessa Beall, Toxicology Program Manager, is valid through June 30, 2027.
