About this file

This is a Sole Source Procurement Request submitted by the Colorado Bureau of Investigation (CBI) Forensic Services-Toxicology Section to the Colorado Department of Public Health and Environment (CDPHE) for toxicology testing services. The CBI-FS requests outsourcing of casework analysis to maintain quality service and acceptable turnaround times for customers. The procurement covers blood and urine drug analysis services, including novel psychoactive drug testing, prescription drug screens, and drug-facilitated crime screens. The contract term runs from July 1, 2026 through June 30, 2027, with an estimated annual volume based on FY 26 submissions and projected increases in casework for FY 27.

National Medical Services, Inc. (NMS Labs), located in Horsham, Pennsylvania, is the sole source vendor selected for this procurement. NMS Labs is the only reference laboratory certified by CDPHE to perform both blood and urine drug analyses while maintaining ISO 17025 accreditation, meeting the same stringent quality standards as CBI-FS. The estimated total contract value is $249,999.00, with CBI-FS noting that NMS Labs has provided discounted pricing for certain case types. The projected cost based on FY 26 submissions is $243,229, with the additional $6,770 buffer requested to accommodate expected increases in submissions. CBI-FS has utilized NMS Labs since 2015 for specialized testing needs. If sole source approval is not granted, alternative options include selecting another CDPHE-certified and ISO 17025-accredited reference laboratory or performing testing in-house, though the latter would result in increased turnaround times for customers. The request was approved on May 8, 2026, by Vanessa Beall, Toxicology Program Manager, with validity through June 30, 2027.

The need to outsource casework is necessary to maintain our quality of service. NMS Labs has agreed to provide us discounted pricing for certain types of cases. We have used them in the past to provide us with additional analysis needs. NMS was chosen by CBI-FS because they meet the same stringent ISO 17025 accreditation requirements as CBI-FS and are certified by the Colorado Department of Public Health and Environment (CDPHE) to perform both blood and urine drug analysis. NMS Labs is the only reference laboratory, certified by CDPHE to perform both blood and urine drug analyses and is accredited by ISO 17025 standards. CDPHE certification is required by the state of Colorado to perform toxicology testing, and a list of certified labs is attached. The ISO 17025 standards ensure comparable quality casework as CBI-FS toxicology.

Discount price is comparable to current prices for the analysis. See attached cost comparison which includes list price, discount price, and current price. Also attached is expected cost estimation. Cost estimation is based on submissions from FY 26, pricing from NMS, and projected cost for FY 27. Every year, CBI-FS toxicology expects an increase in submissions. Thus, although the projected cost is $243,229 the requested amount of the sole source is $249,999.00 to allow for any increase in submission for FY 27 compared to FY 26.

. Is there any additional information that you’d like to provide in order for this request to be considered?

If the sole source is not approved, either another reference lab would need to be selected or the testing would need to be performed by CBI-FS toxicology in-house. No other reference lab maintains both CDPHE certification and meets ISO 17025 accreditation standards. As stated above this certification and accreditation ensures comparable quality casework as CBI-FS toxicology. If the testing were to be performed in-house, CBI-FS toxicology customers will experience an increase in turnaround time.

In order for CBI-FS toxicology to maintain an acceptable turnaround time, some casework, primarily drug facilitated crimes and prescription drugs screens require outsourcing. In the past, this outsourcing was limited to prescription drugs screens. However, outsourcing of drug faciliated crimes cases has shown to reduce our current turnaround time, thus maintaining customer expectations.
