About this opportunity

Spalding County, Georgia is soliciting proposals from qualified certified accounting firms to conduct a comprehensive forensic audit on all of the county's financial accounts, including the General Fund, Fire District Fund, E-911 Fund, Water Fund, and other funds. The primary objective is to uncover any irregularities, discrepancies, or potentially fraudulent activities within the county's financial records. The selected firm will be expected to perform a thorough examination of financial transactions, records, and processes across all relevant departments and funds to identify any misappropriation of funds, unauthorized transactions, or other financial improprieties. Proposals are due by April 18, 2024, at 10:00 AM ET, and the evaluation criteria includes respondent qualifications, experience, availability, understanding of the required services, approach and methodology, proposed timeline, and overall suitability to meet Spalding County's needs.

This forensic audit is necessary due to located funds above the reported fund balance and a recent incident involving missing funds from the Tax Commissioner's Office, leading to criminal charges against an employee. Spalding County has not previously engaged a firm to conduct a forensic accounting engagement and is not anticipating any issues with the availability of supporting documentation. The county reserves the right to reject any or all proposals and to negotiate with the selected firm on the professional services contract, which will be in a form supplied or approved by the county.
