About this file
This document is a series of questions and answers related to a Request for Proposals (RFP) issued by Spalding County, Georgia for a Forensic Audit on Financial Accounts. The RFP is seeking proposals from qualified certified accounting firms to conduct a comprehensive forensic audit on all of Spalding County's accounts, including but not limited to the General Fund, Fire District Fund, E-911 Fund, Water Fund, and Other Funds. The scope of the audit includes a thorough review and examination of all checking, savings, investment, money market, and financial holding accounts to identify any unrecorded funds. The audit is necessary due to funds found above the reported fund balance and a recent incident involving missing funds from the Tax Commissioner's Office. The period of performance is FY2023 - FY2020 (3 years), and proposals are due on Thursday, April 18, 2024.
The RFP requests an itemized cost estimate for the forensic audit, including all fees, expenses, and any other relevant costs. It also states that Spalding County has 34 bank accounts and 82 purchase cards, and is requesting the last 3 years of transactions and accounts to be reviewed. The County uses the Smart Fusion ERP system for finance and accounting and will make reports necessary to conduct the examination available electronically in PDF or Excel format. The County has not previously engaged a firm to conduct a forensic accounting engagement and is not anticipating any issues with the availability of supporting documentation.

• Can you please estimate the total number of transactions and accounts to be reviewed?
