About this opportunity

The State of Texas Office of the Governor's Economic Development & Tourism Office is seeking a contractor to provide comprehensive foreign trade, tourism, and investment representation services for the State of Texas Mexico Office. The selected vendor will operate a fully operational physical office in Mexico, preferably in Monterrey, to generate investment prospects, promote export opportunities, and assist both Mexican companies interested in Texas investments and Texas businesses pursuing export opportunities. Key deliverables include generating a minimum of five qualified prospects annually, attending at least ten trade assistance events per year, and executing ten Texas promotion events with at least five occurring in-market. The contractor must employ bilingual staff with bachelor's degrees and a minimum of two years of direct experience in business development, trade, or investment. Proposal responses are due on January 20, 2026, by 2:00 p.m. Central Time, with an initial contract term from March 1, 2026, through August 31, 2027. The evaluation criteria will allocate 34 percent weight to compensation sought, 29 percent to the proposed solution, 14 percent each to experience and qualifications and response content, and 4 percent to company financial responsibility.

The procurement includes Historically Underutilized Business (HUB) subcontracting opportunities in communications, media services, economic development, marketing services, and export/import services. Respondents must complete a HUB Subcontracting Plan that demonstrates good faith efforts to utilize Texas-certified HUB vendors, with statewide HUB goals varying by industry category. The solicitation provides preferences for Texas-based businesses, service-disabled veteran-owned enterprises, and other specialized business categories. Contractors must comply with anti-corruption regulations, including the Foreign Corrupt Practices Act (FCPA), and provide certifications regarding potential conflicts of interest. The maximum contract amount will be determined at award, with a maximum contract amount of $600,000 for all monthly service fees and reimbursables. The contract includes an initial 17-month term with options for three additional 12-month renewal periods through August 31, 2030, and a potential six-month extension for vendor transition.
